DEFINITION: This is professional and administrative work overseeing children, youth, and families service providers within the southeast region of Pennsylvania for the Office of Children, Youth and Families (OCYF) in the Department of Human Services (DHS).
The employee in this job plans and manages the administration of OCYF services, licensing, and budget activity within the southeast region of the state; and adapts programs to the unique circumstances created by the size and diversities of the region. Work involves identifying needs for services, overseeing local government officials in the development and implementation of services, evaluating the annual plans and budgets of local government agencies, and addressing budgetary requirements. Work includes overseeing regional office staff who evaluate provider services; partnering with leadership from Community Umbrella Agencies to ensure the effective delivery of services; and providing technical assistance and consultation to local government officials and various organizations on applicable laws, regulations, policies, and procedures. Work also includes investigating child abuse allegations and complaints against DHS licensed or approved programs and overseeing regional reviews of child fatalities and near fatalities. Work is performed under the general direction of an administrative supervisor and is reviewed through conferences, reports, and meetings.
DISTINGUISHING CHARACTERISTICS:
• Work is differentiated from the Children, Youth, and Families Regional Manager job by the responsibility for adapting OCYF programs to meet the unique needs of the southeast region and partnering with leadership from Community Umbrella Agencies to ensure the effective delivery of services in a highly urbanized area.

• Manages OCYF operations within southeast region and oversees the implementation of DHS policies, programs, and services.
• Provides technical assistance and consultation to public and private children, youth, and families agencies.
• Evaluates the annual plans of county agencies to assess their ability to provide services that support identified needs and are within state allocated Budgets.
• Directs the review and approval of reimbursements to county agencies ensuring that expenditures are allowable.
• Manages the licensing process for public and private children, youth, and families service providers within the southeast region.
• Directs the evaluation of programs to ensure quality and compliance standards are met.
• Manages child abuse report and complaint processes to ensure timely and accurate status determinations and effective plans of correction.
• Analyzes trends and patterns of child abuse and maltreatment in DHS licensed or approved facilities and develops appropriate responses.
• Manages near fatality and child fatality case reviews and participates in statewide review teams that make recommendations to prevent further occurrences.
• Directs the development of programmatic and fiscal planning.
• Develops action plans and assembles working teams to address crises incidents.
• Provides training to regional staff and county children, youth, and families programs regarding state and federal regulations impacting operations.
• Represents the OCYF at public meetings, hearings, and forums.
• Leads statewide projects to enhance work plans and develop programs associated with new initiatives.
• Reviews program plans, budgets, and contracts to assess effectiveness of services provided by community agencies.
• Collects and analyzes data to establish goals and evaluate program effectiveness for the southeast regional office.
• Prepares reports on regional programs, services, operations, and problems.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the goals, objectives, principles, and practices of children, youth, and families program operations.
• Knowledge of state and federal laws, policies, procedures, and standards related to children, youth, and families programs and services.
• Knowledge of the principles and practices of budget and resource management.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to read and interpret laws, regulations, policies, and procedures.
• Ability to apply the principles and methods used in data collection, analysis, and reporting.
• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Five years of professional experience in the development, implementation, or evaluation of a children, youth, and families services program which includes three years of supervisory experience; and a bachelor's degree;
or
• An equivalent combination of experience and training which includes three years of professional supervisory experience in the development, implementation, or evaluation of a children, youth, and families services program.
