CHIEF, DIVISION OF ADMINISTRATION AND QUALITY IMPROVEMENT, OCYF

DEFINITION: This is responsible administrative and professional work managing the quality measurement and assurance and administrative support services for all Youth Development Centers (YDC) and Youth Forestry Camps (YFC) within the Office of Children, Youth and Families (OCYF), Bureau of Juvenile Justice Services (BJJS).

The employee in this job plans, organizes, directs, and integrates administrative support and quality assurance program services for the Youth Development Center and Youth Forestry Camp systems. Work involves the management and integration of administrative support services including fiscal policy, budget development and analysis, accounting, procurement, complement control, automated systems support, warehousing, custodial services, maintenance operations, automotive fleet management, safety and security functions. Work also includes development and oversight of operational data collection and analysis and quality assurance program support functions. Work involves interpreting departmental, state and federal regulatory, certification and accreditation requirements; directing the development and implementation of administrative and quality measurement and assurance policies, procedures and standards; controlling and monitoring administrative and operational support services resources; and managing and ensuring their integration and coordination with facilities’ clinical and residential care and treatment functions. Work involves directing, coordinating, monitoring and evaluating the delivery of administrative and quality measurement and assurance support services to ensure implementation of best practices and consistency with standards of professional practice, and for compliance with facility and departmental standards and state and federal regulation, certification, or accreditation requirements. Work includes frequent contact with Bureau of Juvenile Justice Services program staff, departmental and other state agency officials, private vendors and contractors. Supervision is exercised over a staff of technical, professional, administrative and managerial employees and work is performed independently within the broad framework of existing state and federal laws and regulations and departmental policies and procedures. Work is performed under the general supervision of the Director of the Bureau of Juvenile Justice Services and is evaluated for compliance with regulatory requirements and effectiveness of results.

EXAMPLES OF WORK: Plans, organizes and directs administrative support services including fiscal planning, implementation and control, budgeting, accounting, procurement, warehousing, maintenance, security, safety, housekeeping, and automotive fleet management.

Formulates and implements short and long range planning changes to administrative and quality assurance support services.

Ensures administrative and quality assurance support services are provided in compliance with departmental standards and state and federal regulatory, certification and accreditation requirements.

Consults with program managers regarding administrative and quality assurance support service issues impacting residential care and treatment program goals and objectives.

Evaluates existing bureau policies and procedures related to administrative support and quality assurance methods and recommends improvements to increase efficiencies or accomplish bureau objectives.

Directs the preparation of operating and capital budgets, including budget forecasts and controls of facility operating expenditures, material requirements and capital improvement, renovation and replacement requirements.

Makes recommendations to the bureau director on allocation of resources.

Develops and maintains controls and procedures required to ensure maximum and efficient utilization of financial, material and staffing resources.

Initiates, negotiates and finalizes contractual agreements with other agencies, vendors and private contractors for the delivery of needed goods and services.

Directs the monitoring and evaluation of facility contracted services.

Directs and coordinates operational data collection and quality assurance measurements and the preparation of corrective action plans to address administrative and quality assurance operating deficiencies.

Interprets policies, procedures, and certification and accreditation requirements to subordinate staff.

Resolves or recommends resolution of facility administrative operational problems.

Prepares or reviews and approves correspondence and reports regarding findings on facility administrative and quality assurance support services and activities.

Ensures the distribution and maintenance of complete and accurate facility records and documentation.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of individual and group behavior dynamics.

MINIMUM EXPERIENCE AND TRAINING: Seven years of professional behavioral health, correctional or juvenile justice experience which includes three years of experience supervising professional employees;
