SERIES NATURE OF WORK:

The Human Services Licensing job series describes work in the regulation of licensed care facilities in the Department of Human Services (DHS).

DEFINITION:

This is professional and supervisory field work regulating licensed care facilities in DHS.

An employee in this job is responsible for planning, organizing, and supervising the inspection, licensing, and monitoring of residential and non-residential licensed care facilities to ensure that they meet licensing standards and are operating in accordance with legal requirements, departmental rules, and regulations. Work involves supervising the inspection and evaluation of licensed care facilities through on-site inspections for the purpose of determining regulatory compliance. Work includes overseeing the provision of technical assistance to licensed care facilities to correct violations and achieve compliance with the licensing standards and regulations. Work also includes overseeing the investigation of complaints and unusual incidents registered against licensed care facilities. Work is performed under the general supervision of an administrative supervisor and is reviewed for conformance to regulations and departmental policies and procedures through conferences and reports.

• Oversees staff in the provision of information and clarification on applicable licensing rules, regulations, and application processes to proposed and current licensed care facilities and the public.

• Evaluates and interprets rules and regulations governing the licensing and operation of licensed care facilities to public and private agencies, departmental staff, and the general public.

• Plans, organizes, and supervises or participates in the conduct of on-site inspections, reviews, and investigations including resolution of complaints and unusual incidents, such as physical and sexual abuse of residents, criminal felony convictions, resident death or neglect/abandonment, unsanitary conditions, fire safety risks, falsification of documents, failure to seek necessary medical care, failure to provide staff supervision, lack of food/utilities, and building code violations.

• Recommends changes to regulations, policies, and procedures to address identified program service licensing improvement needs.

• Provides testimony at appeal hearings regarding licenses that have been denied or revoked, or for other corrective or enforcement actions.

• Prepares correspondence, compiles reports, and maintains records.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of investigative practices and techniques.

• Knowledge of interviewing practices and techniques.

• Knowledge of the principles and methods of data collection and analysis.

• Ability to analyze and interpret data.

• Ability to analyze and interpret policies, rules, regulations, and laws.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year of experience as a Human Services Licensing Representative;

or

• Three years of professional experience gathering and analyzing information in a social service or law enforcement program and a bachelor's degree;

or

• An equivalent combination of experience and training.
