REGIONAL DIRECTOR, ADULT PERSONAL CARE HOMES

DEFINITION:

This is responsible administrative and managerial work directing the operations of a regional adult residential licensing program for the Department of Public Welfare.

An employee in this job manages the inspection, licensure and regulatory enforcement of personal care homes within an assigned region. Work involves planning and developing a regulatory management system for personal care home providers and directing subordinate staff in the implementation of applicable laws, regulations and policies. Work also involves the design and delivery of training and technical assistance programs and the convening and organizing of county team regulatory programs. Work includes extensive contact and coordination with other adult personal care home regional directors and other management staff within the Division of Adult Residential Licensing and the Department of Public Welfare, and with local, state and federal law enforcement officials. Supervision is exercised over Adult Personal Care Homes Licensing Administrators and other staff. Work is performed with initiative and independent judgment under the general direction of an administrative supervisor and is reviewed through conferences and evaluation of reports.

EXAMPLES OF WORK:

Plans, organizes, directs and manages the adult personal care homes licensing program within one of four regional offices.

Directs the interpretation, implementation and enforcement of state and federal laws and regulations.

Designs and directs a regulatory compliance system and approves licensure and enforcement actions for personal care homes regulated and licensed by the Department of Public Welfare.

Designs and implements an enforcement system to investigate, prepare evidence, and close illegal personal care home operations.

Manages the monitoring of life safety conditions for facilities operating pending appeal of a license revocation or license nonrenewal.

Manages, directs, and oversees complex complaint and incident investigations.

Oversees and directs operational policy to implement the administrative fine system, in accordance with state law and regulation.

Manages and directs the coordination of enforcement activities such as criminal investigations, federal medical assistance fraud and financial and revenue audits with law enforcement officials.

Oversees the implementation and analysis of a specialized database for complaints and incidents.

Coordinates regulatory activities with local, state and federal officials.

Convenes and chairs local and regional area meetings and task forces relating to regulatory improvement and enforcement initiatives.

Oversees the provision of technical assistance and training to licensing representatives and administrators to enhance and improve quality of care.

Prepares responses for Governor’s, Secretary’s and Director’s signature relating to regulatory issues and laws.

Plans, directs and provides training to staff within the Adult Residential Licensing program and to providers at a regional and statewide level.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the laws and regulations governing residential licensing programs.

Knowledge of the legislation and regulations governing the administration of residential facilities.

Knowledge of community, public, and private resources available to foster the establishment of residential facilities.

Knowledge of developmental, health care, behavioral health, safety, social, and economic challenges affecting individuals receiving residential care and services, and available resources to meet those needs.

Knowledge of the principles and practices of effective supervision.

Ability to read, analyze and interpret policies, procedures and regulations.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING:

One year as an Adult Personal Care Homes Licensing Administrator;

or

Four years of professional experience in a human services program, including two years in a residential licensing program, one year of which must have been in a supervisory capacity; and a bachelor’s degree which includes 12 credits in the social or behavioral sciences;

or

An equivalent combination of experience and training which includes two years of professional experience in a residential licensing program, one year of which must have been in a supervisory capacity; and successful completion of 12 college credits in social or behavioral sciences.
