JOB TITLE: STAFF DEVELOPMENT SPECIALIST 2

SERIES NATURE OF WORK: The Staff Development Specialist series describes work in staff training and development in the Office of Developmental Programs (ODP), Department of Human Services and in the Bureau of Veterans Homes (BVH), Department of Military and Veterans Affairs.

DEFINITION: This is professional supervisory work in staff training and development.

An employee in this job directs the development, implementation, coordination, and evaluation of staff development and training programs to enhance overall programmatic performance by improving employees’ service delivery to individuals residing in a an ODP-operated state residential care facility or a BVH-operated veterans long-term care facility. Work involves meeting with facility or program managers to assess staff development needs; supervising the development of training plans; overseeing the implementation of training policies; and overseeing, coordinating, and conducting staff training courses. Work also includes directing and reviewing the analyses of training results to validate the effectiveness of course content and to determine future training needs. Work is reviewed for effectiveness of the overall staff training and development program.

   DISTINGUISHING CHARACTERISTICS:

• Work is differentiated from the lower-level job by the responsibility for supervising Staff Development Specialist 1 positions.

• Plans and directs the assessment of staff development and training needs.

• Surveys facility or program managers to gather input on staff training needs and available training resources.

• Evaluates all training activities and materials for conformity and compliance to current programmatic training goals, objectives, policies, and procedures.

• Conducts technical, practical, and skill-based staff training courses or coordinates with selected staff to provide required training.

• Oversees the implementation of facility or program training functions.

• Develops and implements new employee orientation.

• Coordinates and monitors training provided by vendors.

• Reviews and analyzes information on courses conducted to evaluate effectiveness of training and to identify areas for improvement.

• Participates in quality assurance and performance improvement initiatives by providing quality improvement, problem solving, and process improvement tools to staff.

• Prepares statistical and narrative reports on training courses conducted.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and techniques of curriculum assessment and development.

• Knowledge of instructional strategies, techniques, methods, and approaches used to deliver training.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret written information.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Staff Development Specialist 1 (commonwealth title);

or

• Three years of professional experience developing, teaching, or evaluating training or educational course work, and a bachelor's degree;

or

• An equivalent combination of experience and training.
