DIRECTOR, BUREAU OF PROGRAM EVALUATION, OIM

DEFINITION: This is highly responsible administrative and professional work directing the program evaluation and quality control activities of the statewide income maintenance programs for the Department of Public Welfare.

The employee in this job plans, organizes, directs, and controls the evaluation, data collection, analysis, technical assistance, and quality control programs which are designed to assist county assistance office staff in providing client services and in reducing agency and client errors. Work involves consultation with staff of federal agencies which fund income maintenance, medical assistance, and food stamp programs to ensure the coordination of intergovernmental objectives, priorities, and standards; taking appropriate actions to reduce agency and client errors and to avoid federal fiscal sanctions; reviewing, analyzing, and evaluating federal mandates and Office of Income Maintenance program objectives, policies, and procedures and developing and recommending needed program policy changes for compliance; assessing the need for changes in programmatic and administrative procedures and practices; and coordinating quality control programs with Office of Income Maintenance managers to achieve common goals and objectives. The employee directs the administration of quality control programs which measure the effectiveness of county assistance offices in implementing income maintenance, medical assistance, and food stamp programs; ensures that valid statistical and procedural methodologies are used to collect and analyze quality control data, evaluate findings, project cost estimates, and develop corrective action plans to reduce agency and client errors; and directs the effort to assist county assistance offices in implementing corrective action plans designed to reduce agency and client errors in the various public assistance programs. Supervision is exercised over a professional and technical staff. Work is performed with a high degree of initiative, creativity, independent judgment, and decision making under the general direction of the Deputy Secretary for Income Maintenance who reviews the employee's work performance through conferences and results achieved in meeting program goals and objectives.

EXAMPLES OF WORK: Directs the development and implementation of income maintenance review, evaluation, corrective action, technical assistance, and quality control programs.

Directs the review, analysis, and evaluation of federal mandates and Office of Income Maintenance program objectives, policies, and procedures and develops and recommends needed policy and procedural changes.

Participates with executive staff in the review and decision making for developing and implementing income maintenance policies and operating procedures for county assistance office program operations.

Assesses the need for changes in programmatic and administrative procedures and practices.

Approves the design of concepts, methodologies, statistical sampling techniques, and procedures for program evaluation, analysis, and corrective actions.

Consults and coordinates with appropriate federal agencies to foster good working relationships and promote program efficiency.

Directs the design and development of comprehensive training programs.

Coordinates technical assistance support and statistical analysis for quality control programs with Office of Income Maintenance Managers.

Directs the development and submission of required federal reports concerning client caseload, client and agency error rates, corrective action plans, and good faith efforts.

Directs the preparation of statistical reports for use in analysis and development of corrective action plans to reduce agency and client errors.

Provides for training of assigned bureau personnel to ensure the maintenance of professional and technical staff capability to accomplish Departmental goals.

Directs the administration of quality control programs and activities which measure the effectiveness of the implementation of public assistance programs by county assistance offices.

Develops and recommends changes or modifications to the quality control system in a continuing effort to reduce agency and client errors and avoid federal fiscal sanctions.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of income maintenance programs and related resources of federal, state, local, and private agencies and organizations.

Knowledge of the principles and methods for developing and maintaining public assistance quality assurance programs through evaluative, analytic, and technical assistance processes.

Knowledge of the procedures and methods for developing new or modified policies needed to comply with changes in federal mandates.

Knowledge of the procedures and methods used by federal agencies in monitoring and evaluating state provided public assistance programs.

Knowledge of the principles and practices of employee supervision.

Ability to read, analyze, and interpret policies, procedures, and regulations.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Six years of professional experience in research, evaluation, or statistical work in income maintenance program administration that includes three years in a supervisory capacity, and a bachelor's degree;
