JOB TITLE: DIRECTOR, BUREAU OF COMMUNITY AND HOSPITAL OPERATIONS, OMHSAS

DEFINITION: This is highly responsible professional, administrative, and managerial work directing functions and activities for the Bureau of Community and Hospital Operations in the Office of Mental Health and Substance Abuse Services (OMHSAS) within the Department of Human Services (DHS).

The employee in this job is responsible for planning, organizing, directing, and coordinating the operations of all state-owned and operated mental health hospitals and the State Restoration Center. Work involves providing leadership and directing the development, implementation, and interpretation of policies, procedures, and regulations for the management of treatment services; reviewing and evaluating the effectiveness of hospital and restoration center operations; ensuring that facility operations are administered in compliance with program policies and service delivery standards; and directing the identification and planning of mental health service needs to include the allocation of related funds. Work includes directing the development and implementation of mandated mental health services in conformity with applicable legislation; and maintaining the necessary certifications/accreditations of all facilities. Supervision is exercised over professional and technical staff. Work is performed under the general direction of the Deputy Secretary for Mental Health and Substance Abuse Services and is reviewed through conferences and reports for goals and objectives attained.

• Directs and consults with facility chief executive officer and other executive staff to ensure compliance with federal and state regulations and Medicare standards.

• Directs the development and implementation of policies and procedures related to services provided.

• Directs the development and evaluation of proposals designed to discharge patients into the community through the Community Hospital Integration Projects Program (CHIPP).

• Confers with financial management staff in the development and administration of facility budgets.

• Provides oversight and direction to individual state-operated mental health facilities to ensure their objectives and programs are consistent with those of the Office of Mental Health and Substance Abuse Services (OMHSAS).

• Oversees the functions and activities of four regional OMHSAS field offices, through mental health services area managers.

• Directs and consults with regional staff on licensing, contract monitoring, and technical assistance to counties as it relates to the delivery of behavioral services.

• Works with DHS staff, local government officials, public and private advocacy groups, and other interested groups on matters concerning mental health facilities, services, and programs.

• Prepares reports on the implementation of statewide mental health facility programs, services, operations, and issues for the Deputy Secretary for Mental Health and Substance Abuse Services.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of laws and regulations governing mental health and substance abuse services programs.

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles, practices, and procedures used to develop and maintain operational budgets.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret policies, procedures, and regulations.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of professional human services or health care program experience which includes four years in a mental health or residential care and treatment facility, including three years in a managerial capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training which includes four years of professional human services or health care program experience in a mental health or residential care and treatment facility, including three years in a managerial capacity.
