MENTAL HEALTH FISCAL AND ADMINISTRATIVE SUPPORT CHIEF
DEFINITION:
This is responsible administrative work directing the fiscal management and administrative support functions of the statewide public mental health system for the Office of Mental Health and Substance Abuse Services (OMHSAS).
The employee in this class develops and coordinates the fiscal and resource allocation processes within OMHSAS for the statewide public mental health system, which includes state mental health facilities and county mental health and drug and alcohol abuse and treatment programs. Work also involves planning and managing administrative support functions including human resources, procurement and information technology within OMHSAS. Work includes directing the development of budget instructions, reviewing and analyzing budget plans, developing and implementing fiscal reporting and training for a unified mental health care system, directing the preparation of the OMHSAS budget and program revision requests, and determining allocation distribution of state and federal funds. Work also includes directing audit resolution activities, preparing responses to audits by the Auditor General and federal agencies, developing and processing OMHSAS contracts with vendors and providers, coordinating cost reporting at state operated mental health facilities, monitoring revenues and expenditures to ensure fiscal integrity, and developing management reports. Supervision is exercised over a professional, technical and clerical staff. Work is performed independently under the general direction of the Mental Health and Substance Abuse Financial Management and Administration Director and is reviewed through conferences, written reports and program effectiveness.
EXAMPLES OF WORK:
Plans, organizes and directs the fiscal management and administrative support functions for the statewide public mental health system.
Develops and coordinates budget and resource allocation processes within OMHSAS consistent with program needs, resources and available alternative funding.
Manages and directs administrative support programs for OMHSAS headquarters and field offices including human resources, procurement and information technology.
Directs the development of the OMHSAS technology and telecommunications plan to ensure the availability of the latest technological advances.
Directs the development and management of the OMHSAS budget and integration of state and federal financial resources throughout the statewide public mental health system.
Directs the development of system-wide management reports.
Directs the development of mathematical and statistical formulas used in the funding allocation determination process.
Develops and implements formulas, rates, risk funds and other fiscal mechanisms related to a unified system of care.
Directs audit resolution procedures and directs preparation of responses to audits by the Auditor General and federal agencies.
Directs corrective follow-up actions.
Develops major OMHSAS contracts with public and private vendors and providers of services.
Manages the OMHSAS staff complement and ensures all policies and procedures are followed to maintain a full complement.
Coordinates the review and processing of cost reports generated by the state mental health facilities to ensure maximum generation of revenue.
Monitors revenue and expenditures throughout the fiscal year to ensure adherence to budget and allocation levels and to direct adjustments as needed.
Analyzes reports and studies to determine the efficiency of funding in the statewide mental health system.
Provides technical assistance to OMHSAS, state mental health facilities and county agencies in interpreting regulations about fiscal operations, human resource, procurement and information technology issues.
Confers and consults with OMHSAS bureau directors, Departmental officials and county program managers about program needs and funding.
Performs a full range of supervisory duties.
May participate in the performance of subordinates work consistent with operational or organizational requirements.
Performs related duties as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of the principles, practices and methods of budgeting, human resource administration, procurement methods, information technology support and resource allocation to meet program goals, objectives and requirements.
Knowledge of mental health and drug and alcohol abuse and treatment services and needs, problems and objectives.
Knowledge of the principles and practices of administration and supervision.
Knowledge of the functions and resources of federal, state, local and private agencies and organizations as they relate to the mental health and drug and alcohol abuse and treatment programs.
Knowledge of the social, economic and health care needs of program clients.
Ability to manage and direct the administrative support programs for OMHSAS headquarters and field offices, including human resources, procurement and information technology.
Ability to analyze and evaluate program plans and Departmental goals and objectives and to allocate resources to meet these goals.
Ability to apply and promote the use of financial planning, funding allocations and program evaluation techniques.
Ability to plan, organize and direct the work of subordinate staff.
Ability to provide leadership and establish and maintain effective working relationships with other Departmental officials and public and private agencies.
Ability to communicate effectively, both orally and in writing.
MINIMUM EXPERIENCE AND TRAINING:
Five years of professional experience in technical budget administration or financial management, including two years in an administrative, consultative or supervisory capacity; and a bachelor's degree;
or
An equivalent combination of experience and training which includes two years in an administrative, consultative or supervisory capacity in technical budgeting administration or financial management.
