JOB TITLE: COMMUNITY INTELLECTUAL DISABILITIES OPERATIONS DIRECTOR

DEFINITION: This is responsible professional and administrative work directing the operations of community intellectual disabilities services for the Department of Human Services (DHS).

The employee in this job directs, monitors, coordinates, and evaluates statewide community intellectual disabilities services. This work involves developing, implementing, interpreting, and revising policies, regulations, and procedures for services provided to individuals in community settings and ensuring regional operations are administered in compliance with established program policies and service delivery standards. Work also includes identifying service needs; evaluating overall program effectiveness; directing the development and implementation of all mandated intellectual disabilities programs to ensure the provision of quality services; and overseeing the maintenance of all necessary certifications. An important aspect of this work includes directing the operations of the regional community intellectual disability programs through subordinate managers who ensure the effective monitoring and compliance of county and administrative entities providing services, and ensuring the consistent implementation of operations across the regions. Supervision is exercised over administrative, technical, and professional staff. Work is performed under the general direction of an administrative supervisor and is reviewed through reports and conferences.

• Plans and coordinates the statewide operation of the intellectual disability community service system.

• Develops, implements, interprets, and revises policies, regulations, and procedures related to the monitoring and evaluation of community intellectual disabilities services.

• Develops and implements policies related to the Medicaid Home and Community-Based Waiver Program for individuals with intellectual disabilities.

• Oversees the development of new community based service initiatives and programs.

• Oversees the management of community intellectual disability funds by the county programs/Administrative Entities.

• Directs the development of policies and procedures for managing crisis situations and avoiding institutionalization of individuals with intellectual disabilities.

• Directs and oversees the development and operation of a quality management program in the community intellectual disability system.

• Develops outcome measurement tools for effective and proper implementation of service provision to individuals with intellectual disabilities.

• Provides advice and consultation to local and state government officials, service providers, stakeholders, advisory committees, and other interested parties on the monitoring and evaluation of community intellectual disabilities services.

• Prepares reports on program effectiveness and operational issues for DHS executive management.

• Evaluates the coordination of intellectual disabilities programs and services provided to avoid duplication of services.

• Manages and fosters the process of individuals moving from State Centers into community intellectual disabilities programs by ensuring that individuals, families, advocates, and staff have the opportunity to experience the services and supports available in the community to support individuals with intellectual disabilities.

• Oversees and supports the conversion of community Intermediate Care Facilities ICF/ID programs to home and community based waiver services through the movement of individuals with intellectual disabilities into home and community based waiver eligible settings.

• Meets with elected officials, community advocate groups, and others to interpret legislation and departmental rules and regulations impacting individuals with intellectual disabilities.

• Provides continuous review of program budgets and service contracts for regional offices.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws and regulations pertaining to intellectual disabilities programs.

• Knowledge of intellectual disabilities program development, implementation, and evaluation standards, policies, and procedures.

• Knowledge of the principles, dynamics, and structure of intellectual disabilities organizations and agencies.

• Knowledge of the principles and practices of employee supervision.

• Ability to read and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills and Abilities):

• Eight years of professional experience providing, developing, implementing, or evaluating human services to individuals with intellectual disabilities, which includes two years in a managerial capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training, which includes two years of professional managerial experience providing, developing, implementing, or evaluating human services to individuals with intellectual disabilities.
