BLIND ENTERPRISES CONSTRUCTION SPECIALIST 1

DEFINITION: This is specialized work of a technical nature in the establishment and maintenance of business enterprises for the blind and visually handicapped.

An employee in this class is responsible for the design, installation and equipping of vending stands and other business enterprises operated by the blind. Work involves the preparation of layout plans, the issuance and awarding of construction bids and the coordination and supervision of actual construction to determine that the work complies with specifications and contractual agreements. Work also involves the responsibility for procuring maintenance and repair services for equipment utilized in business enterprises. Assignments are performed under the general direction of an administrative supervisor who reviews completed work for compliance to work objectives and standards.

EXAMPLES OF WORK: Designs vending stands and similar structures for use in business enterprises for the blind.

Coordinates and inspects the construction, installation or renovation of vending stands to assure compliance with specifications and contracts.

Participates with the actual installation of stands in order to meet deadlines.

Requisitions and distributes new equipment and replacements for the stands such as fixtures for soda fountains and refrigerating and cooking facilities.

Develops and explains methods and techniques for use by blind persons in operating equipment.

Assists district staff with problems of maintenance and operation of equipment.

Communicates with interested parties, such as tradesmen and businessmen, on matters pertaining to stand installation and operation.

Keeps records of purchases and other activities.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Considerable knowledge of general construction electrical work, plumbing and carpentry.

Knowledge of blueprinting and design of structures as are used in business enterprises.

Knowledge of types of equipment needed for vending stands, and sources of equipment procurement.

Some knowledge of bid specifications and the procedure involved in awarding them.

Some knowledge of business procedures related to requisitioning and distributing of equipment and contractual agreements.

Skill in installation of fixtures and other equipment such as that used in kitchens, restaurants and soda fountains.

Ability to make minor repairs to electrical and mechanical equipment.

Ability to prepare and read simple blueprints.

Ability to keep requisition, shipment and related records.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Three years of general business or clerical experience in the Bureau of the Visually Handicapped in the procurement and distribution of equipment, including experience involving utilization of business procedures as related to requisitioning and distributing of equipment, inventory control, and contractual agreements, and one year in a supervisory capacity; or one year of supervisory experience in the carpentry, plumbing, or electrical trades which involved simple blueprinting and structural design; or any combination of experience and training.
