VOCATIONAL REHABILITATION MANAGER 2

DEFINITION: This is professional administrative and managerial work directing vocational rehabilitation services for persons with disabilities.

An employee in this job plans, organizes, and directs the work of the Philadelphia or Pittsburgh district rehabilitation office or serves as a regional manager directing several district offices. Employees have extensive responsibility for interpreting the program, establishing effective working relationships with medical and social resources throughout the district, and developing expanded opportunities for vocational training and placement. Work involves coordinating involvement in economic development activities for the assigned geographic areas. Program responsibilities are directed and implemented through subordinate Vocational Rehabilitation Manager 1 staff. Work is performed under general direction and is reviewed for conformance to established policies, procedures, and regulations through reports and conferences.

EXAMPLES OF WORK: Directs the Philadelphia or Pittsburgh district rehabilitation office through subordinate Vocational Rehabilitation Manager 1 staff.

Serves as a regional director over several district offices managed by subordinate Vocational Rehabilitation Manager 1 staff.

Directs through subordinate staff the provision of rehabilitative services in a rehabilitation office.

Interprets program objectives, policies, and procedures and evaluates program effectiveness.

Directs and coordinates involvement in economic development activities for assigned geographic areas.

Analyzes, evaluates, and implements new or revised vocational rehabilitation programs throughout district offices.

Ensures the investigation of cases in order to dispose of appeals or recommend disposition actions.

Evaluates district office performance through case reviews to ensure conformance with the Rehabilitation Act and federal regulations.

Participates in the promotion of the rehabilitation program through speech making, writing articles, and preparing interpretive material.

Prepares, or directs the preparation of, reports on the status and progress of work.

Directs the preparation of budget materials.

Performs the full range of supervisory duties

Employees in this job may participate in the performance of their subordinates’ work consistent with organizational and operational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of social and human services.

Knowledge of laws, regulations, policies, and guidelines that affect the development and implementation of social and human services programs.

Knowledge of the social problems of persons who are eligible for social and human services.

Knowledge of support services provided to persons who are eligible for social and human services.

Knowledge of support services available to persons with physical or mental disabilities.

Knowledge of the principles and practices of employee supervision.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Two years as a Vocational Rehabilitation Manager 1 or Blindness and Visual Services District Manager;

                                                                                                                                                                                 or

Six years of professional social or human services experience that includes four years of professional experience working in programs that serve persons with disabilities and that includes or is supplemented by two years of professional supervisory social or human services experience, and a bachelor’s degree;

                                                                                                                                                                                 or

An equivalent combination of experience and training that includes four years of professional experience working in programs that serve persons with disabilities and that includes or is supplemented by two years of professional supervisory social or human services experience.
