VOCATIONAL REHABILITATION SPECIALIST MANAGER

DEFINITION: This is responsible professional and administrative work in the development of statewide vocational rehabilitation programs.

An employee in this job is responsible for managing the statewide planning, development, and implementation of specialized vocational rehabilitation programs designed to improve services to individuals with disabilities through innovative methods, educational programs, and varied counseling techniques. Work involves developing and interpreting program goals and standards to ensure achievement of identified program outcomes and compliance with Office of Vocational Rehabilitation (OVR) goals and objectives. An important aspect of this work involves promoting specialized vocational rehabilitation programs and identifying and eliminating program barriers and deficiencies. Supervision is exercised over one or more Vocational Rehabilitation Specialist Supervisors and support staff. Work is assigned in the form of broad program goals and objectives and is reviewed by a higher level administrator through conferences and reports for effectiveness of results.

EXAMPLES OF WORK: Directs and coordinates statewide vocational rehabilitation programs through one or more Vocational Rehabilitation Specialist Supervisors and support staff.

Monitors the performance of specialized vocational rehabilitation programs, identifies problem areas, and oversees the implementation of corrective action plans or program modifications.

Coordinates and monitors a variety of specialized statewide technical vocational rehabilitation activities.

Directs the development of new vocational rehabilitation initiatives.

Analyzes, evaluates, and implements new or revised program objectives and standards.

Develops and recommends specialized vocational rehabilitation program guidelines, procedures, and policies to meet the objectives of the Office of Vocational Rehabilitation.

Prepares, or directs the preparation of, reports of program status and progress of work.

Attends meetings and conferences at the state or federal level to keep abreast of legislation, regulations, policies, and procedures, and provides summary and analysis of changes or new initiatives to OVR management.

Composes, or directs the preparation of, responses to inquiries for OVR management and executive level staff.

Directs the conduct of special studies.

Performs the full range of supervisory duties

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of social and human services.

Knowledge of laws, regulations, policies, and guidelines that affect the development and implementation of social and human services programs.

Knowledge of the social problems of persons who are eligible for social and human services.

Knowledge of support services provided to persons who are eligible for social and human services.

Knowledge of the principles and practices of employee supervision.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Six years of professional social or human services experience including two years of experience supervising professional social or human services staff, and a bachelor’s degree;
