DIRECTOR, BUREAU OF DISABILITY DETERMINATION

DEFINITION: This is professional work of an administrative nature in the field of disability determination.

The employee in this class serves as the Director of the Bureau of Disability Determination in the Department of Labor and Industry. Work involves program and policy development, overseeing Social Security disability claims adjudication services conducted in three branch offices, overseeing budget and fiscal matters, and implementing and monitoring program direction and control through professional staff and branch office administrators. Work is performed independently within the confines of state and Federal laws and agency guidelines and is reviewed by the Deputy Secretary for Compensation and Insurance through conferences and reports.

EXAMPLES OF WORK: Provides direction to staff in order to achieve program goals and objectives.

Formulates policy and procedures for processing and adjudication of claims for benefits.

Makes recommendations regarding organization and staffing requirements.

Directs the development and training of staff.

Oversees human resource needs for the Bureau.

Directs the implementation of corrective action for performance areas which are problematic.

Supervises preparation of Bureau's annual budget and related fiscal reports.

Communicates funding needs to the Social Security Administration.

Represents the Bureau in dealing with the Social Security Administration on operational, program and public service issues

Advocates Bureau program policies at state, regional and national meetings as requested.

Develops and maintains effective relationships with the Commonwealth medical and legal representative communities.

Employees in this class may participate in the performance of subordinates' work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methods of administration and supervision.

Knowledge of the principles and methods of program interpretation and promotion.

Knowledge of current social, economic and health problems and resources, with special emphasis on factors related to disabling conditions.

Knowledge of the principles and methods of disability claims adjudication.

Knowledge of social security and other Federal and state laws, regulations and policies concerning disability programs.

Knowledge of current labor agreement provisions which affect supervision of employees, including the assignment of work and overtime, scheduling of employees, handling of grievances, and evaluation of work performance.

Ability to plan, organize, and direct specialized programs.

Ability to establish and maintain effective working relationships.

Ability to make clear and pertinent statements orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Seven years of progressively responsible professional experience in the field of disability determination, including three years in an administrative and supervisory capacity; and a bachelors' degree;
