DEPUTY EXECUTIVE DIRECTOR, OFFICE OF VOCATIONAL REHABILITATION

DEFINITION: This is responsible managerial work assisting in the statewide administration of the Commonwealth's Vocational Rehabilitation programs.

The employee in this class has primary responsibility for assisting the Executive Director in planning, directing, and coordinating the statewide vocational rehabilitation program in providing rehabilitation services to persons with disabilities. In addition, this position is responsible for assisting the Executive Director in administrative and supervisory details and public contacts, and acts with full responsibility during the Executive Director's absence. Work involves coordinating the Office of Vocational Rehabilitation's program and services through direct supervision of the program functions and Bureau Directors of the Office of Vocational Rehabilitation and constant liaison with personnel in the field of vocational rehabilitation. Work is subject to the general direction of the Executive Director and is reviewed through conferences and reports.

EXAMPLES OF WORK: Directs and coordinates, through subordinate staff, the programmatic functions of the Office of Vocational Rehabilitation.

Assists in the planning, directing, executing, and coordinating of all activities of the Commonwealth's Vocational Rehabilitation programs.

Assures the articulation and coordination of the Office and bureau goals and objectives.

Provides direction and guidance to subordinate directors and prepares performance standards and evaluation reports and serves as the reviewing officer for individuals reporting to assigned directors.

Assists in the development and communication of Office policies to assure consistency with departmental and administration goals and strategies.

Directs all budget analysis, preparation, and monitoring activities for the Office of Vocational Rehabilitation. Provides advice and assistance to the Executive Director on difficult and unusual budgetary problems.

Assists in evaluating program operations and processes to assure the effective development and delivery of program services. Discusses proposed changes with the Executive Director and provides leadership and direction in their implementation.

Works with other departmental entities to coordinate program development and execution.

Serves as the Executive Director in his/her absence and represents him/her with various public and private organizations and officials.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methods of rehabilitation.

Knowledge of federal and state laws, regulations, and policies governing the rehabilitation program.

Knowledge of the principles and methods of program interpretation and promotion.

Knowledge of the principles and methods of administration and supervision.

Knowledge of individual and group behavior, with special emphasis on the problems and attitudes of persons who are physically and mentally disabled.

Knowledge of current social, economic, and health problems and resources with special emphasis on factors related to vocational rehabilitation.

Knowledge of employment practices and skills, abilities, and physical demands of the more common occupations.

Knowledge of physical and mental illnesses and disabilities and their social implications.

Ability to plan, organize, and direct specialized programs.

Ability to establish and maintain effective work relationships.

Ability to make clear and pertinent statements orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Six years of experience in the field of rehabilitation, vocational guidance, employment counseling, or placement or psychological services, of which three years must have been in an administrative or supervisory capacity; and a bachelor's degree.
