VOCATIONAL REHABILITATION DIRECTOR OF PROGRAM OPERATIONS

DEFINITION: This is professional work of an administrative nature in directing vocational rehabilitation services for people with disabilities.

The employee in this class serves as the Director of the Bureau of Program Operations in the Office of Vocational Rehabilitation. Duties involve formulating policies and procedures for implementing rehabilitation services in the statewide vocational rehabilitation district offices. Direct supervision is exercised over the district office managers and a central office support staff. Work is performed with extensive independence of action within the confines of state and federal laws and agency guidelines and is reviewed by the Vocational Rehabilitation Executive Director through conferences and reports.

EXAMPLES OF WORK: Directs district office vocational rehabilitation managers in the delivery of services to people with disabilities.

Formulates bureau policies and procedures in order to achieve Office of Vocational Rehabilitation program goals and objectives.

Supervises and directs the efforts of a large professional and non-professional staff in order to achieve bureau program goals and objectives.

Makes recommendations regarding bureau organization and staffing requirements.

Monitors bureau performance; identifies problem areas and directs the implementation of corrective action.

Makes recommendations for, and exercises fiscal control over the bureau's annual budget.

Keeps abreast of new federal and state legislation, policies, and procedures and implements changes, as necessary.

Fosters sound personnel and labor-management relations and practices.

Supervises staff by assigning work, reviewing work performance, preparing and signing employee Performance Evaluation Reports, receiving grievances and complaints and resolving or recommending solutions, approving or disapproving leave requests, and insuring the development of staff.

Represents Bureau and/or Office at state, regional, or national meetings or conferences at the request of the Vocational Rehabilitation Executive Director and advocates the policies of the administration related to OVR programs.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of public administration and supervision.

Knowledge of the principles and methods of vocational rehabilitation.

Knowledge of individual and group behavior, with special emphasis on the problems and attitudes of people with disabilities.

Knowledge of current social, economic and health problems and resources with emphasis on factors related to vocational rehabilitation.

Ability to develop and implement bureau policies, procedures, and operations, evaluate their efficiency, and make recommendations for improvement.

Ability to learn to interpret and apply current labor agreement provisions which affect supervision of employees, including the assignment of work and overtime, scheduling of employees, handling of grievances, and evaluation of work performance.

Ability to evaluate employee performance and prepare employee performance evaluation reports.

Ability to plan, assign, and direct the work of staff.

Ability to provide leadership to plan, organize, and direct the work of others in vocational rehabilitation programs.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Seven years of responsible and diversified experience in the field of vocational rehabilitation, including three years in an administrative and supervisory capacity; and a bachelors' degree;
