JOB TITLE: PAROLE AUDITOR

SERIES NATURE OF WORK:

The Parole Auditor job series describes the review of offender programming and case files for compliance with applicable standards, policies, and procedures.

DEFINITION: This is professional work involving the auditing of field and institutional supervision units and facilities within the Pennsylvania Board of Probation and Parole (PBPP).

An employee in this job conducts annual staff inspections as part of the Board’s Accreditation Program. Annual staff inspection work involves reviewing a percentage of parolee caseloads within each field and institutional supervision unit to assess the level of compliance with the Agency Manual of Operations, American Correctional Association (ACA) Standards, and Board policies and procedures. Work includes independently conducting on-site audits that involve analyzing, evaluating, and reporting on improvement methods to attain and maintain compliance, and recommending corrective action measures to address deficiencies as needed. Work also involves conducting audits of Community Correction Centers (CCC) or Contract Facilities (CF) by working closely with the Department of Corrections’ (DOC), Bureau of Community Corrections to ensure programming and operational compliance for offenders based on ACA Standards and joint agency contracts. An employee in this job also conducts pre-sentence investigations and Board of Pardon investigations and prepares reports with findings. Work is performed under general supervision with guidance being provided in unusual and exceptional situations. Completed audits are reviewed by a Parole Auditor Supervisor through the review of reports and recommendations.

EXAMPLES OF WORK: (Note: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples):

• Travels to field locations to conduct audits of field and institutional supervision units to assess the level of compliance with the uniform statewide standards, policies, and procedures by reviewing records and interviewing staff.

• Prepares audit reports with recommended corrective action measures to address deficiencies and non-compliance as needed.

• Compares Supervisor Case Review Checklist for compliance with requirements in Chapter IV of the PA Board of Probation and Parole Manual.

• Conducts audits of CCCs and CFs to ensure offenders are receiving appropriate programming and determines if the facilities are in operational compliance based on ACA Standards and DOC and PBPP established contracts.

• Prepares recommendations for revisions to the Board’s operational procedures in accordance with changes in case law.

• Prepares a variety of reports and informational documents including results of audits and investigations within the specified timeframes.

• Accesses databases for the purpose of reviewing parole agents’ records of offender interviews to determine the number of contacts, urine screens taken, and other information.

• Conducts pre-sentencing and Board of Pardons investigations by reviewing court documents, conducting interviews, analyzing and compiling information, and preparing concise and factual reports.

• Operates a motor vehicle.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS AND ABILITIES:

• Knowledge of methods and techniques used in researching, collecting, organizing, reviewing, assessing, and presenting data.

• Ability to read, interpret, and analyze written materials.

MINIMUM EXPERIENCE AND TRAINING (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Two years of professional experience in casework, auditing, or investigations, and a bachelor’s degree;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENT:

• Possession of an active Pennsylvania non-commercial Class C driver's license or equivalent.
