JOB TITLE: PAROLE AUDITOR SUPERVISOR

JOB CODE: 46010

SERIES NATURE OF WORK: The Parole Auditor job series describes the review of offender programming and case files for compliance with applicable standards, policies, and procedures.

DEFINITION: This is professional and supervisory work for the auditing of field and institutional supervision units and facilities for an assigned region within the Board of Probation and Parole (PBPP).

An employee in this job supervises and participates in annual staff inspections of field and institutional supervision units and Community Correction Centers (CCC) or Contract Facilities (CF). Work primarily involves reviewing findings of annual staff inspection and CCC and CF audit reports completed by subordinates to ensure that current operations and recommended corrective action measures are in compliance with Board policies and American Correctional Association (ACA) Standards. Work also includes developing recommended revisions to the Board’s operational procedures to ensure compliance with ACA standards and changes in case law; and overseeing or conducting pre-sentence investigations and Board of Pardon investigations and preparing reports with findings. An employee in this job supervises Parole Auditors. Work is performed independently under the general supervision of a Parole Manager 2.

• Plans, supervises, and participates in the on-site auditing of assigned field and institutional supervision units and CCC and CF facilities to determine compliance with provisions of applicable standards, policies, and procedures.

• Assists in the administration of the Board’s policies and procedures including court rulings that impact offender supervision practices.

• Assists with revisions to the Agency Accreditation Manual.

• Provides instruction and guidance to field staff regarding changes to ACA Standards.

• Interprets rules, regulations, policies, procedures, and objectives of the Board for subordinates.

• Reviews completed Board of Pardons and pre-sentencing investigation reports for completeness, accuracy, and adherence to established standards, policies, and procedures.

• Prepares a variety of reports and documents.

• Accesses databases for the purpose of reviewing parole agents’ records of offender interviews to determine the number of contacts, urine screens taken, and other information.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Operates a motor vehicle.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS AND ABILITIES:

• Knowledge of the principles, methods, and practices of auditing caseloads for compliance with program standards.

• Knowledge of the methods and techniques used in researching, collecting, organizing, reviewing, assessing, and presenting data.

• Knowledge of interview techniques used to obtain information from individuals.

• Ability to read, analyze, and interpret written materials.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to operate a motor vehicle.

MINIMUM EXPERIENCE AND TRAINING (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Parole Auditor;

or

• Three years of professional experience in casework, auditing, or investigations, including one year of experience auditing caseloads for compliance with program standards, and a bachelor’s degree;

or

• An equivalent combination of experience and training including one year of experience auditing caseloads for compliance with program standards.

SPECIAL REQUIREMENT:

• Possession of an active Pennsylvania non-commercial Class C driver's license or equivalent.
