DEFINITION: This is administrative and managerial work directing parole supervision programs for the Department of Corrections (DOC).
The employee in this job plans, organizes, and directs the administration of centralized parole supervision programs that include the Interstate Compact for Adult Offender Supervision (ICAOS), special probation and parole supervision, parole related hearings, and parolee extradition and monitoring for the department. Work involves determining goals, objectives, and priorities for parole supervision programs; developing and implementing regulations, policies, rules, procedures, standards, and guidelines to manage program activities; reviewing proposed legislation for impacts to parole services; and ensuring the effective coordination and implementation of probation and parole services. An important aspect of this work involves providing statewide leadership over parole supervision programs. Work is performed with considerable independence and is reviewed by the Deputy Secretary for Field Operations through reports, conferences, and evaluation of program effectiveness.

• Directs the operations and activities involved in processing offenders for supervision and retaking of parole violators under the terms of the ICAOS.
• Directs the development of procedures to comply with policies for the operation, functions, and services of the bureau.
• Directs the development and implementation of corrective action plans to strategically address areas where procedures, goals, or objectives need improvement.
• Directs staff on applicable policies and procedures, Interstate Compact rules, extradition operations, and Operations Monitoring Center responsibilities.
• Develops and implements parole hearing process policies.
• Develops, implements, and administers the business use of parole supervision’s data warehouse in partnership with information technology staff.
• Works with officials within DOC and other Commonwealth agencies in the criminal justice system to develop intra- and inter-agency policies and procedures and statewide system improvements.
• Reviews new developments in the criminal justice system, such as legislation, court decisions, and Attorney General's opinions to evaluate the impact on the department and recommend appropriate actions.
• Consults with administrative staff in the preparation of budget requests and participates in other agency planning and budget activities.
• Oversees compliance with established chain of custody procedures for the receipt, storage, handling, and return of property stored in statewide evidence rooms.
• Provides consultative guidance to facility staff, central office staff, and executive leadership regarding matters which directly impact areas of responsibility.
• Coordinates the operations of the bureau with other organizations and field operations of the DOC and other governmental agencies.
• Serves as the agency representative to the Middle Atlantic Great Lakes Organized Crime Law Enforcement Network (MAGLOCLEN).
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the laws, regulations, principles, and practices governing parole supervision and adult probation services.
• Knowledge of the principles of modern criminology and penology.
• Knowledge of the functions and methods of courts, law enforcement agencies, penal institutions, and related agencies and institutions.
• Knowledge of individual and group behavior, with special emphasis on behavior deviations of persons who have been involved in delinquent or criminal activities.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze, interpret, and evaluate regulations, policies, and procedures.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Six years of professional experience in a probation, parole, or corrections program that includes one year of managerial experience;
or
• An equivalent combination of experience and training that includes one year of managerial experience.
