JOB TITLE: DIRECTOR, BUREAU OF CENTERAL SERVICES, PROBATION AND PAROLE

DEFINITION: This is responsible administrative and managerial work directing the Interstate Compact activities and related functions in the Bureau of Central Services.

The employee in this job plans, organizes, and directs the Interstate Compact operations for the Department of Corrections (DOC). Work involves ensuring the effective coordination and implementation of probation and parole supervision requests received from other states, as well as requests for Pennsylvania offenders to be supervised out of state. Work includes serving as an advisor to DOC staff regarding interstate requirements and operations, ensuring staff are effectively trained with regard to the Interstate Compact, and maintaining contacts with law enforcement officials and other individuals and agencies concerned with interstate probation and parole supervision. Work also involves overseeing staff assigned to the twenty-four hour Operations Center to ensure that information pertaining to arrests, communications with various law enforcement agencies, and electronic monitoring transactions are handled effectively and efficiently. Work is assigned in terms of broad objectives and goals; the employee is responsible for setting specific goals, objectives, and priorities. Work is reviewed by an administrative supervisor through reports and conferences for program quality and effectiveness.

• Directs the operations and activities of the Interstate Division, Parole Services Division, Probation and Court Services Division, and the Quality Assurance Division.

• Directs the development of procedures to comply with established policies for the operation, functions, and services of the Bureau of Central Services.

• Participates with other bureau directors and agency staff in the development of procedures to improve overall operations.

• Works with officials within DOC and other commonwealth agencies in the criminal justice system to develop intra-agency and inter-agency policies and procedures and statewide system improvements.

• Reviews all new developments in the criminal justice system, such as legislation, court decisions, and Attorney General's opinions to evaluate the impact on the department and recommend appropriate actions.

• Coordinates interstate compact of corrections cases for release of inmates from institutions in other states or from Pennsylvania institutions to the jurisdiction of the parole board of another state.

• Consults with administrative staff in the preparation of budget requests and participates in other agency planning and budget activities.

• Coordinates the operations of the bureau with other organizations and field operations of the DOC and other governmental agencies.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws, regulations, principles, practices, and relationships governing parole supervision and adult probation services.

• Knowledge of the principles of modern criminology and penology.

• Knowledge of the functions and methods of courts, law enforcement agencies, penal institutions, and related agencies and institutions.

• Knowledge of individual and group behavior, with special emphasis on behavior deviations of persons who have been involved in delinquent or criminal activities.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to coordinate the work activities of the assigned programs and to resolve conflicts between the programs.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional experience in a probation, parole, or corrections program that includes one year of managerial experience;

or

• An equivalent combination of experience and training that includes four years of professional experience in a probation, parole, or corrections program, one of which must have been in a managerial capacity.
