PROBATION AND PAROLE DISTRICT DIRECTOR 1

DEFINITION: This is responsible administrative and law enforcement work in managing a district field office component of the state probation and parole system with primary decision making responsibilities within the district.

Employees in this class plan, organize, manage, direct, administer, and control the programming of a district with difficult and varied problems of administration and management of community program resource integration. Work involves developing district policies and procedures in accordance with applicable law and Board of Probation and Parole policies and directing supervision, arrest, and investigation of parolees and probationers under parole supervision through subordinate supervisors. Work involves deciding upon the nature and method of parole supervision to be exercised over parolees and probationers. Work also involves an element of physical danger in managing the supervision of probationers and parolees. Work involves cooperation and interfacing with local, state, and federal criminal justice agencies and judicial systems. Programs are administered independently with employees seeking guidance from their supervisor on unusual problems and situations. Supervision is exercised over a staff of professional supervisory, professional, and clerical personnel. General supervision is received from a Regional Probation and Parole Director through review of reports for conformance with Probation and Parole policies and regulations.

EXAMPLES OF WORK: Plans, directs, and controls a comprehensive district program of probation and parole supervision within districts which are composed of multiple counties.

Develops district policies and regulations in accordance with applicable law and Board of Probation and Parole policy and contractual agreements and memoranda affecting various bargaining units.

Manages the distribution of district caseloads and workloads.

Manages a staff of professional, supervisory, and clerical staff through application of Commonwealth Personnel Rules including the discipline of employees as appropriate, administration of the performance evaluation system for the district, overtime equalization, prevention and reduction of leave abuse, referral of employees with problems to the State Employees Assistance Program, and ensuring that all employees training needs are met.

Performs public relations activities including recruiting, appointing, and coordinating the activities of the Citizens' Advisory Committee.

Interprets program objectives and methods to agency staff, the community, and local, federal, and other state agencies.

Develops community and governmental resources in an environment of federal, state, and local government bureaucracy in assessing and meeting needs through criminal justice and community social service programs.

Administers the District Safety Program.

Plans, directs, controls, and manages the office sites of the district, Including leases, equipment, inventories, supplies, and contract service.

Approves/disapproves issuance of firearms to qualified Board staff, imposing sanctions when violations of policy occur.

Manages the employment interviewing process and recommends, through the chain of command, the hiring and promotion of staff consistent with district needs and Affirmative Action goals.

Ensures compliance by staff with Board policy and procedure regarding the Risk/Needs assessment of parolees and probationers, the application of appropriate supervision practices, the safe and effective conducting of arrests and the probation, and the effective prosecution of parole violators in the parole violation hearing process.

Administers parolee/probationers complaint/grievance process.

Exercises warrant issuing power which includes the lodging of detainers and directs the arrest and detention of parolees/probationers in violation of parole conditions or who have been arrested on new criminal charges according to established criteria.

Exercises quasi-judicial decision making authority in the placement of parole violators in the prison diversion programs.

Imposes, modifies, and removes special conditions of parole.

Conducts Administrative Conferences with parole/probation violators to make final dispositions of technical parole violations including summary dispositions by the District Justice.

Exercises sole authority for the issuance of subpoenas for Commonwealth and defense witnesses for appearances at violation hearings.

Authorizes the issuance of Arrest of Paroled Prisoner Warrants to other law enforcement agencies.

Coordinates the transporting of prisoners.

Administers the supervision fee program within the district, with sole authority to waive fees according to established criteria.

Administers the urinalysis program within the district.

Plans, directs, and controls institutional duties, performed by staff.

Prepares reports on the status and progress of district programs.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methods of administration and employee supervision.

Knowledge of philosophy, principles, and methods of probation and parole investigations and supervision.

Knowledge of computer operations as they apply to the management of a criminal justice agency.

Knowledge of agency probation and parole policies and procedures.

Knowledge of current social, economic and health problems, as well as resources with special emphasis on factors relating to crime and delinquency.

Knowledge of rules of due process and evidence.

Knowledge of safety methods used in the transportation of prisoners.

Knowledge of case work principles and methods.

Knowledge of investigative methods.

Knowledge of modern principles of criminology and penology.

Knowledge of Crimes Code of the Commonwealth.

Knowledge of the procedures of the Commonwealth Judicial System.

Knowledge of search and arrest procedures.

Knowledge of individual and group behavior with special emphasis on behavior deviations of persons who have been involved in delinquent or criminal activities.

Knowledge of employee health and safety standards.

Knowledge of the functioning and safe handling of weapons.

Knowledge of self defense methods.

Knowledge of court decisions as they apply to arrest, search, and hearing procedures.

Ability to make decisions in accordance with applicable local, state, and federal statutes, laws, and administrative regulations.

Ability to plan and direct the work of a large professional and clerical staff, including many professional supervisory units.

Ability to interpret agency programs and direct their implementation.

Ability to establish and maintain effective working relationships with individuals, agencies, and the community.

Ability to communicate orally and in writing, and to speak effectively in public.

MINIMUM EXPERIENCE AND TRAINING: One year as a Parole Supervisor.

Four years of experience in probation or parole work, including one year in a supervisory capacity, and a bachelor's degree.

Any equivalent combination of experience and training which included one year of supervisory experience in probation or parole.
