SERIES NATURE OF WORK: The Sexual Offenders Assessment Board Investigator series describes investigative work in the Sexual Offenders Assessment Board.
DEFINITION: This is managerial work directing investigations for the Sexual Offenders Assessment Board (SOAB).
The employee in this job directs pre-sentence, post-sentence, and juvenile offender investigations of persons convicted of sexually violent offenses. Work involves determining if a request falls under the purview of the SOAB and if an investigation is the appropriate action, ensuring investigations are assigned appropriately and completed timely and accurately, reviewing and approving all close out requests, overseeing trainings, and scheduling guest speakers for presentations to SOAB investigative staff. Work includes coordinating communications and promoting partnerships with federal, state, and local law enforcement agencies and keeping apprised of current laws, court decisions, regulations, and rules that may impact investigative work. Work also includes advising the SOAB Clinical Director and SOAB Executive Director on the status of investigations, staffing issues, and statewide training needs. Supervision is exercised over SOAB Investigator Supervisors and other professional staff. Work is performed under the general direction of the SOAB Clinical Director and is reviewed through conferences, reports, and the attainment of established goals and objectives.
DISTINGUISHING CHARACTERISTICS:
• Work is differentiated from the lower level based on the responsibility for supervising Sexual Offenders Assessment Board Investigator Supervisor staff.

• Oversees all investigations performed by SOAB investigators and presented to Sexual Offender Assessment Board members prior to sentencing or parole consideration.
• Oversees staff who prepare case summaries of the criminal and behavioral backgrounds of offenders and approves reports recommending both sexually violent predator designations and parole considerations.
• Directs investigations and subsequent reports of juveniles subject to PA Act 21.
• Ensures workloads are balanced among the staff and investigation results are submitted timely and accurately.
• Develops and conducts ongoing trainings for investigative staff, including the creation and ongoing review and revision of investigative handbooks, and oversees the training of new investigative staff.
• Determines if an assessment request is valid and reviews and approves all subsequent Parole Board Investigation close out requests for accuracy and completeness.
• Conducts routine meetings with staff regarding regional and statewide updates and issues.
• Maintains knowledge of current laws, court decisions, regulations, and rules, determines if there are impacts to SOAB investigative policies and procedures, and facilitates any resulting changes with SOAB investigative staff.
• Promotes partnerships with federal, state, and local law enforcement agencies to assist in investigations, build trust, and enhance relationships.
• Provides policy recommendations to the SOAB Clinical Director and SOAB Executive Director and facilitates the communication of commonwealth and SOAB-specific policies and procedures to investigative staff.
• Schedules guest speakers to present information to investigative staff on topics related to sexual behaviors and offenses.
• Operates motor vehicles.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of applicable laws, regulations, and rules pertaining to crimes associated with sexual offenses, including Megan’s Law and PA Act 21.
• Knowledge of criminal investigation practices and procedures.
• Knowledge of individual and group behaviors associated with deviant sexual behavior, personality disorders, and mental illness.
• Knowledge of the Diagnostic and Statistical Manual (DSM) classification of sexual behaviors.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to operate motor vehicles.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as a Sexual Offenders Assessment Board Investigator Supervisor (commonwealth title);
or
• Four years of professional experience in victims’ assistance, social welfare casework, law enforcement, or probation and parole, which includes two years of investigation of sexually violent crimes, sex crime counseling work, or sex offender parole supervision and one year of professional supervisory experience, and a bachelor's degree;
or
• An equivalent combination of experience and training, including two years of professional investigation of sexually violent crimes, sex crime counseling work, or sex offender parole supervision and one year of professional supervisory experience.
SPECIAL REQUIREMENTS:
• All positions require possession of an active motor vehicle license.
• All employees must obtain Commonwealth Law Enforcement Assistance Network (CLEAN) and Pennsylvania Justice Network (JNET) certification within two months of employment and maintain certification for the duration of employment in this job.
