SERIES NATURE OF WORK: The Sexual Offenders Assessment Board Investigator series describes investigative work in the Sexual Offenders Assessment Board.

DEFINITION: This is professional supervisory work overseeing investigations for the Sexual Offenders Assessment Board.

An employee in this job supervises Sexual Offenders Assessment Board Investigators in conducting pre-sentence, post-sentence, and juvenile offender investigations of persons convicted of sexually violent offenses. Work involves managing caseloads, providing trainings, assisting investigators with complex cases, periodically reviewing investigations to ensure accuracy and consistency, and identifying and communicating any region-specific needs. Work includes conducting face-to-face interviews with sexual offenders, public safety personnel, criminal justice practitioners, and friends and family members of the convicted sexual offenders to gather and secure information for the preparation of comprehensive case summaries for Board members. Work is reviewed by an administrative supervisor through discussions, meetings, status reports, and conferences.

   DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the lower level based on the responsibility for supervising Sexual Offenders Assessment Board Investigator staff.

• Supervises Sexual Offenders Assessment Board Investigators in the conduct of investigations to gather information on convicted sexual offenders.

• Directs and conducts pre-sentence, post-sentence, and juvenile offender investigations to gather information on convicted sexual offenders and prepare comprehensive case summaries for the Sexual Offenders Assessment Board members to consider when preparing sex offender assessments.

• Interviews defendants, police officers, county court officers, district attorneys, county crisis intervention and social service officials, employers, and sexual offenders’ family and friends, to compile information used in the assessment process by Board members.

• Coordinates the assignment of investigations in conjunction with the Sexual Offenders Assessment Board Investigator Manager to help manage caseload assignments.

• Establishes and maintains cooperative working relationships with corrections, law enforcement, legal and social services individuals, and other state agencies and maintains a database of contacts for the region.

• Conducts conferences with investigators to review investigation case summaries for adherence to Sexual Offenders Assessment Board policies and procedures.

• Identifies and conducts training for assigned investigators on core competencies and observes and provides feedback on investigator interviews.

• Provides assistance to staff on complex cases and criminal histories.

• Conducts other special investigations and prepares written reports as requested by the Executive Director of the Sexual Offenders Assessment Board.

• Travels over a wide geographic area to conduct and complete investigations.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of applicable laws, regulations, and rules pertaining to crimes associated with sexual offenses, including Megan’s Law and PA Act 21.

• Knowledge of criminal investigation practices and procedures.

• Knowledge of interview techniques and individual and group behaviors associated with deviant sexual behavior, personality disorders, and mental illness.

• Knowledge of the Diagnostic and Statistical Manual (DSM) classification of sexual behaviors.

• Knowledge of community resources including court, mental health, and state and county government agencies.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to operate motor vehicles.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Sexual Offenders Assessment Board Investigator (commonwealth title);

or

• Three years of professional experience in victims’ assistance, social welfare casework, law enforcement, or probation and parole that includes one year of investigating sexually violent crimes, sex crime counseling work, or sex offender parole supervision, and a bachelor's degree;

or

• An equivalent combination of experience and training that includes one year of professional experience investigating sexually violent crimes, sex crime counseling work, or sex offender parole supervision.

SPECIAL REQUIREMENTS:

• All positions require possession of an active motor vehicle license.

• All employees must obtain Pennsylvania Justice Network (JNET) certification within two months of employment and maintain certification for the duration of employment in this job.
