JOB TITLE: PAROLE MANAGER 1

SERIES NATURE OF WORK: The Parole Manager job series describes work managing agency programs associated with the supervision of probationers or parolees in the state probation and parole system.

DEFINITION: This is professional managerial work directing quality control processes and support programs in the PA Board of Probation and Parole/Department of Corrections.

An employee in this job is responsible for the implementation and administration of programs, policies, and procedures supporting the supervision of offenders on probation and parole. Work includes statewide administration of specific program areas, such as the community service program or the urinalysis program, or assisting with the administration of a larger agency program, such as the Interstate Compact or the Offender Reentry Program. Work normally includes supervision over technical and clerical staff and/or functional direction over field/institutional staff. Work is performed with considerable independence under the general supervision of an administrative supervisor and is reviewed for effectiveness and conformance to established policies and procedures through reports and conferences.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Reviews and evaluates progress and conduct reports and other casework reports from the field/institutions to determine the quality of parolee supervision by individual parole agents and units, informs field/institutional supervisors of problem areas, and recommends effective quantity and quality improvement measures to ensure compliance with agency policies and procedures.

• Analyzes indeterminate sentence cases by evaluating case rehabilitation under supervision to recommend special commutation of maximum sentence to the Board of Pardons.

• Evaluates progress and conduct reports and recommendations from agents and supervisors to determine whether parolee adjustment merits a change in the conditions of parole imposed by the Board, or to authorize changes in parole conditions, as delegated by the Board.

• Answers questions from and meets with regional directors, district directors, parole supervisors, parole agents, and officials from other agencies to explain Parole Board policy and procedures and to advise on the best method of handling cases.

• Evaluates arrest reports from the field supervisors for compliance with Board policy and procedure, adherence to time constraints, and consideration of previous Board actions and provides recommendations to the Board or advises field supervisors regarding the continuation of parole for offenders.

• Evaluates and recommends revisions to agency program policies and procedures.

• Conducts program audits of services and treatment programs provided to offenders.

• Supervises central office technical staff in the conversion of written notations from Board Members and Parole Hearing Officers and case materials resulting from paroling interviews and parole violations and revocation hearings into official Board actions.

• Consults with Board attorneys to resolve conflicts between Board policy and changing case law.

• Analyzes cases of parole violators detained on Board warrant beyond policy limits and prepares reports to the Board with options and recommendations for resolution of these sensitive situations.

• Provides guidance to field/institutional staff on implementation of specific Board actions and related issues concerning the supervision of probationers and parolees.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and methods of probation and parole.

• Knowledge of social and economic resources available to offenders released on probation or parole.

• Knowledge of casework principles and practices.

• Knowledge of the principles of criminology and penology.

• Knowledge of individual and group behavior of persons who have been involved in delinquent or criminal activities.

• Knowledge of interview and investigation methods and techniques used to obtain information from individuals.

• Ability to analyze and evaluate written material.

• Ability to establish and maintain effective working relationships.

• Ability communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be evaluated by the State Civil Service Commission or used for Civil Service examination purposes and are not position-specific performance standards.):

• Ability to evaluate the work of field/institutional staff through direct observation and written reports to determine quality of parolee supervision and the need for additional training.

• Ability to summarize, analyze, and evaluate field/institutional reports on parole cases and make appropriate recommendations for changes in the conditions of parole or to authorize reduction in the grade of supervision as delegated by the Board.

• Ability to interpret, evaluate, and implement agency programs.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Two years as a Parole Agent 2 (Commonwealth job title);

or

• Four years as a Parole Staff Technician 2;

or

• Two years of professional experience dealing with offenders or offender programs, casework or counseling of offenders, or auditing of offender caseloads, in probation, parole, corrections, or a law enforcement agency;

or

• An equivalent combination of experience and training that includes one year of professional experience dealing with offenders or offender programs, casework or counseling of offenders, or auditing of offender caseloads, in probation, parole, corrections, or a law enforcement agency.

SPECIAL REQUIREMENT:

• Certain employees must obtain an active Commonwealth Law Enforcement Assistance Network (CLEAN) certification within three months of employment and maintain this certification for the duration of employment in this job.
