JOB TITLE: PAROLE MANAGER 2

SERIES NATURE OF WORK: The Parole Manager job series describes work managing agency programs associated with the supervision of probationers or parolees in the state probation and parole system.

DEFINITION: This is professional managerial work in directing, through subordinate managers, a division or other equivalent organizational segment of a program bureau or office in the PA Board of Probation and Parole/Department of Corrections.

An employee in this job directs the operations of a program organization below the level of a bureau or office in the agency’s central office. Work involves supervising professional and technical staff in the administration of statewide probation or parole programs including the development and implementation of policies and procedures; analyzing parole and probation cases and preparing related reports; and rendering decisions on probation or parole case matters pending final action by the Board of Probation and Parole. Work requires establishing and maintaining relations with offices in other agencies, civic leaders, vendors and service providers, judges, court officials, and others. An employee in this job works under the general supervision of an administrative supervisor. Work is reviewed through conferences, review of submitted reports, and review of correspondence prepared for the supervisor's signature.

   DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the lower-level job by the responsibility for directing a division or equivalent organizational segment of a program bureau or office which includes the supervision of at least one Parole Manager 1.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Supervises and directs staff in the distribution of parole case assignments to the field offices and the monitoring and evaluation of parole case actions by field staff for compliance with Board policies and procedures.

• Serves as liaison with other state probation or parole agencies as a Deputy Interstate Compact Administrator and is responsible for submitting recommendations to the Board for proposed actions concerning out-of-state supervision of cases under the Board's jurisdiction and making final decisions regarding out-of-state cases pending transfer to or currently under supervision in Pennsylvania.

• Directs the review and evaluation of case records, reports, and parole plans.

• Directs the preparation of case summaries and recommendations for submission to the Board for decision and action.

• Directs the administration of the parole violator arrest and hearing process including the evaluation of arrest and hearing reports and case action recommendations to the Board to ensure compliance with legal requirements, Board policy and procedure, and to recommend any necessary action to the Board.

• Directs the performance of case analysis, sentence structure analysis, preparation and distribution of official records of Board actions, and the management of official records under the Board's control.

• Analyzes, develops, and recommends changes in policies and procedures.

• Directs the operations of the Parole Communications Center responsible for providing 24-hour communications and technical support to the agency’s parole supervision staff.

• Develops and administers grant programs related to the supervision of offenders to include preparing grant applications for submission to the Pennsylvania Commission on Crime and Delinquency, preparation and submission of quarterly programmatic progress reports on all grants, and conducting inspections of field offices to ensure compliance with grant requirements and Board policies and procedures.

• Directs the review of applications for pardon and commutation of maximum sentences.

• Directs the review of various parole case actions to ensure compliance with Board policies and procedures, accreditation standards, and court-imposed sentences.

• Directs the review of progress and conduct reports recommending that offenders be declared delinquent or that Board imposed parole conditions should be modified or removed.

• Provides instruction and/or corrective memoranda to Probation and Parole District Directors and Parole Supervisors on matters of Board policies and procedures.

• Directs on-site audits of records, policies, and procedures of county probation operations to determine conformance to the adult probation and parole standards established by the Board.

• Advises, counsels, and provides technical assistance to president judges, chief probation officers, county commissioners, and other county officials on the methods of establishing and maintaining expanded and improved probation and pre-sentence investigative services.

• Assists in the development and preparation of budget requests.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and methods of probation and parole.

• Knowledge of social and economic resources available to offenders released on probation and parole.

• Knowledge of casework principles and practices.

• Knowledge of the principles of criminology and penology.

• Knowledge of individual and group behavior of persons who have been involved in delinquent or criminal activities.

• Knowledge of interview and investigation methods and techniques used to obtain information from individuals.

• Ability to analyze and evaluate written material.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be evaluated by the State Civil Service Commission or used for Civil Service examination purposes and are not position-specific performance standards.):

• Knowledge of Board programs, policies, and procedures related to the supervision of probationers and parolees.

• Ability to develop and implement Board policies and procedures relevant to the supervision of probationers and parolees.

• Ability to interpret, evaluate, and implement agency programs.

• Ability to secure information through personal contacts, observation, and the examination of records.

• Ability to effectively plan and direct the work of subordinate staff.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities.):

• One year as a Parole Manager 1;

or

• Three years of professional experience dealing with offenders or offender programs, casework or counseling of offenders, or auditing of offender caseloads, in probation, parole, corrections, or a law enforcement agency;

or

• An equivalent combination of experience and training that includes two years of professional experience dealing with offenders or offender programs, casework or counseling of offenders, or auditing of offender caseloads, in probation, parole, corrections, or a law enforcement agency.

SPECIAL REQUIREMENT:

• Certain employees must obtain an active Commonwealth Law Enforcement Assistance Network (CLEAN) certification within three months of employment and maintain this certification for the duration of employment in this job.
