JOB TITLE: EXECUTIVE DIRECTOR, FIREARM EDUCATION AND TRAINING COMMISSION

DEFINITION: This is administrative and professional work in managing the program activities of the County Probation and Parole Officers’ Firearm Education and Training Commission (FETC).

The employee in this job organizes, directs, and evaluates the statewide program activities of the FETC. Work includes developing, coordinating, conducting, and implementing firearms training and certification for county probation officers in accordance with Act 158 of 1994; developing, implementing, monitoring, and interpreting regulations, policies and procedures that impact FETC operations; conducting audits and inspections of training conducted by county staff and approved vendors for compliance with established standards and objectives; planning, developing, and administering an appropriated budget to support County Probation and Parole Officers’ training needs; and planning and coordinating periodic FETC meetings. The employee in this job is also responsible for serving as the principal advisor to the Chairman of the FETC and the Chairman of the PA Board of Probation and Parole on policy and procedural issues involving the operation of the FETC. Supervision is exercised over a professional and clerical staff. Work is assigned in the form of general objectives from both the Chairman of the PA Board of Probation and Parole and the Chairman of the FETC and is reviewed through discussions and written reports for program effectiveness.

• Plans, directs, coordinates, and evaluates the activities and operations of the FETC.

• Develops and implements firearms training and certification policies and procedures to support the activities of the FETC.

• Evaluates existing and proposed policies, procedures, regulations, and legislation to determine the impact on the FETC.

• Conducts audits of approved schools and vendors, county-conducted training, and range requalification examinations for compliance with established training standards and to ensure corrective action is taken.

• Prepares and administers the FETC’s budget to support the training of county probation and parole officers.

• Plans and schedules FETC meetings, prepares agendas, and makes presentations on various topics.

• Serves as a member of several FETC committees including the Policy, Curriculum, Safety, and Fiscal Committees.

• Serves as liaison to federal, state, and local government agencies, and professional associations.

• Monitors and conducts firearms training for county probation and parole officers.

• Retrieves criminal history record information through the Commonwealth Law Enforcement Assistance Network (CLEAN).

• Prepares letters, memoranda, correspondence, reports, and other written documents as required.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS AND ABILITIES:

• Knowledge of the instructional methods and techniques of firearms training.

• Knowledge of safety procedures concerning handling of firearms.

• Knowledge of curriculum planning and development.

• Knowledge of the principles and methods of employee supervision.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of the Commonwealth’s laws, rules, and regulations governing the possession and use of firearms.

• Knowledge of probation and parole functions and law enforcement practices and procedures.

• Knowledge of principles and practices of gathering and evaluating material and data to determine compliance with established standards, policies, and procedures.

• Ability to interpret and apply local, state, and federal firearms statutes, laws and administrative regulations.

• Ability to make public presentations and conduct training.

• Ability to research and develop policies and procedures pertaining to firearms instruction.

• Ability to plan, organize, and assign work to subordinates.

MINIMUM EXPERIENCE AND TRAINING (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Five years of experience providing firearms training, including two years in a supervisory capacity.

SPECIAL REQUIREMENTS:

• This position requires possession of an active certification to conduct firearms training from a nationally recognized organization or equivalent instructors’ school.
