DIRECTOR OF POLICY, GRANTS AND LEGISLATIVE AFFAIRS, CORRECTIONS

DEFINITION: This is highly responsible professional work directing the policy, legislative, and grant coordination functions for the Department of Corrections.

The employee in this job is responsible for planning, organizing, and directing the policy, legislative, and grant coordination functions for the Department. Work involves directing and participating in the centralized development or review of all departmental policies to ensure consistency with the strategic mission of the Department and with the broader policies of the Governor and federal government; managing the development of strategic planning initiatives, including establishing goals and formulating long term strategies; and overseeing the identification of potential grant opportunities for the Department. Work also includes managing, through subordinate staff, the analysis of proposed legislation for its impact on the Department; representing the Department at legislative committee meetings and hearings; coordinating legislative activities with the Governor’s Office, the Office of General Counsel, the Governor’s Policy Office, Governor’s Office of Legislative Affairs and other state agencies and special interest groups; and serving as an advisor to the Secretary on legislative issues. Work is performed under the general direction of the Secretary and is evaluated for timeliness, responsiveness, and effectiveness of results.

EXAMPLES OF WORK: Provides advice and recommendations to the Secretary and senior staff on a wide variety of complex and sensitive policy and legislative issues and initiatives.

Formulates or directs the development or modification of department policies and procedures.

Conducts policy and program studies in connection with the development of departmental policy, plans and initiatives.

Provides long-range policy recommendations on departmental plans, programs, and initiatives.

Oversees the research, development and implementation of grant opportunities for the Department.

Plans and coordinates legislative initiatives for multiple agency programs characterized by high public visibility, impact and sensitivity.

Analyzes the impacts of proposed state and federal legislation on agency programs and goals and recommends advocacy strategies or alternatives for the consideration of top management in cooperation and consultation with the Governor’s Office of Legislative Affairs.

Coordinates the development of proposed legislation through the House and Senate Judiciary Committees.

Prepares materials and represents the Department at legislative committee meetings and hearings.

Directs interdepartmental management work groups and committees.

Researches and directs the research of issues affecting the Department’s operations which require legislative mandate for implementation.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of techniques used in policy analysis and research.

Knowledge of the general legislative process used to establish and modify laws.

Knowledge of techniques used in program analysis and management.

Knowledge of the principles and practices of public fiscal administration.

Knowledge of project management methodologies.

Knowledge of the methods used in preparation of informational and educational materials.

Ability to analyze and interpret written information.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Eight years of professional experience in policy development and analysis, policy planning, or legislative development or liaison work, which includes two years in an administrative, supervisory or consultative capacity, and a bachelor’s degree;

Seven years of professional experience in policy development and analysis, policy planning, or legislative development or liaison work, which includes two years in an administrative, supervisory or consultative capacity, and a master’s degree;

                                                                                                                                                               or

An equivalent combination of experience and training, which includes two years of professional experience in policy development and analysis, policy planning, or legislative development or liaison work in an administrative, supervisory or consultative capacity.
