COMMUNITY-BASED CORRECTION PROGRAM DIRECTOR

DEFINITION: This is professional and administrative work directing a statewide social reorientation program for criminal offenders in community-based correctional centers.

The employee in this class is responsible for planning, developing, directing, and evaluating the activities of State Correctional Pre-Release Centers, state-contracted pre-release centers, and other community-based programs designed to socially reorient selected criminal offenders to non-institutional living. Work involves directing a professional staff engaged in assisting community-based residents to readjust to pressures, problems, and rules of conduct of society; to rebuild social and economic ties through gradually increasing non-supervised exposures to the community; and to develop a sense of dignity and responsibility. Work also involves developing and evaluating community-based programs, policies, and objectives. Work includes analyzing research results, recommending legislation, promoting community support of programs, evaluating available resources to assure the social readjustment of criminal offenders, and coordinating the activities of community centers with the various agencies of the criminal justice system. Work also involves extensive contract management responsibilities with developing and managing agreements with state-contracted pre-release centers and other related facilities. Work is performed with considerable independence and is reviewed by an administrative superior for compliance with established policies and for effectiveness.

EXAMPLES OF WORK: Plans, develops, directs, and evaluates the activities of State Correctional Pre-Release Centers, state-contracted pre- release centers, and other community-based programs designed to socially reorient selected criminal offenders to facilitate their integration into unsupervised non-institutional living.

Analyzes, interprets, and reports research results and current phonological trends in order to plan and develop new community-based correctional programs.

Plans and develops a public information program to disseminate information pertaining to the advantages and accomplishments of community-based programs to engender public support and provide information.

Serves as the agency liaison on pre-release parole-related issues with PA Board of Probation and Parole.

Manages comprehensive multi-million dollar agreements with state-contracted pre-release centers to include developing agreements, monitoring compliance, and evaluating vendor performance.

Conducts on-site inspections of state-owned and contracted facilities.

Maintains frequent contacts with community-based correctional centers and correctional institutions to explain policies, procedures, recent developments, new technologies, and to assist in solving problems regarding the administration of facilities or the conduct of program participants.

Evaluates policies and procedures with respect to community-based programs and recommend means to better coordinate the criminal justice system.

Evaluates institutional, educational, and vocational programs in relation to pre-release needs and reports, conclusions, and recommendations.

Attends staff meetings at Pre-Release Centers to resolve administrative and resident programs and to provide leadership and guidance in effective methodology and practices.

Develops and implements new community-based programs to assure each institution has the capability of directing selected criminal offenders to an effective pre-release social reorientation program.

Analyzes and prepares reports pertaining to the community-based program.

Participates in the performance of subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of community resources and community organizations.

Knowledge of individual and group behavior with emphasis on the behavior of persons who have been involved in delinquent and criminal activities.

Knowledge of the principles, methods, and practices of the state's correctional, probation, and parole programs.

Knowledge of the principles and practices of public administration.

Knowledge of modern phonological principles and practices.

Knowledge of state contracting procedures.

Knowledge of state parole and pre-release policies.

Ability to plan, develop, direct, and evaluate a statewide community-based correctional program.

Ability to analyze, evaluate, and interpret case records and correctional research results to develop effective social reorientation for participants of community directed correctional programs with consideration for individual physiological and psychological limitations and capabilities for social and economic adjustment.

Ability to establish and maintain effective working relationships with correctional probation, and parole agencies, the clergy, police, business and community leaders, and the public.

Ability to express ideas clearly and concisely, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Five years of responsible professional experience in the field of social or behavioral science, including two years in corrections and two years in an administrative or supervisory capacity; and a master's degree;
