JOB TITLE: DIRECTOR, BUREAU OF REENTRY COORDINATION, CORRECTIONS

DEFINITION: This is professional and managerial work directing the activities of the Bureau of Reentry Coordination in the Department of Corrections (DOC).
The employee in this job is responsible for planning, developing, coordinating, and managing the statewide administration of treatment, correction education, and reentry services programs. Work involves the formulation and implementation of policies and procedures to manage bureau operations; the development of program goals, objectives, and priorities; and the analysis of the impact of proposed legislation on areas of responsibility. An important aspect of this position involves evaluating treatment, correction education, and reentry programmatic services to ensure they meet the needs of inmates and reentrants. Work is performed under the general direction of the Deputy Secretary for Reentry and is reviewed through reports, conferences, and evaluation of overall results.

• Plans, directs, and coordinates the administration of the department’s treatment, correction education, and reentry services programs.
• Develops and implements policies and procedures related to the Bureau of Reentry Coordination in accordance with state and federal laws and regulations.
• Assesses the effectiveness of statewide reentry services programs through reports, quality assurance reviews, audits, and onsite inspections.
• Develops a comprehensive budget request for the Bureau of Reentry Coordination.
• Oversees the expenditures of departmental monies, federal and state funds, and program grants.
• Promotes community understanding and acceptance of reentry services and programs through conferences, speaking engagements, and community events.
• Reviews proposed legislation to evaluate impact on bureau operations and recommends support or opposition to executive leadership.
• Ensures the efficiency and effectiveness of bureau operations through the review of reports and correspondence.
• Serves as a member of the department’s executive staff.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of public safety, social services, or reentrant rehabilitative services program resources.
• Knowledge of laws and regulations pertaining to public safety, social services, or reentrant rehabilitative services programs.
• Knowledge of the principles and practices of program planning, development, implementation, and administration.
• Knowledge of the principles and practices of employee supervision.
• Ability to analyze, interpret, and evaluate policies, procedures, and regulations.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.

• Knowledge of commonwealth policies, procedures, and processes governing the statewide administration of reentry program services.
• Knowledge of correctional and probation and parole principles and practices.
• Ability to exercise initiative and judgment in developing, interpreting, and implementing policies and procedures and analyzing and evaluating the effectiveness of programs.
• Ability to coordinate activities of program areas and resolve conflict.
• Ability to prepare a program budget and to analyze and control expenditures.
• Ability to plan, direct, and oversee the work of a large staff.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Eight years of professional public safety, social services, or reentrant rehabilitative services program experience, including four years in a supervisory capacity, and a bachelor’s degree;
or
• An equivalent combination of professional experience and training including four years of supervisory experience in public safety, social services, or reentrant rehabilitative services.
