JOB TITLE: CORRECTIONS HEALTH CARE ADMINISTRATOR

JOB CODE: 47660

DEFINITION: This is administrative and managerial work in providing the inmate population with health care services within the Department of Corrections.

An employee in this job manages the health care services at a state correctional facility, or assists with the overall administration of the Department’s health care services in a centralized setting. At a state correctional facility, work involves planning, organizing, and directing a program of health care services to include coordinating the services of professional medical staff and contracted medical vendors; monitoring the provision of contracted health care services; coordinating in-patient and out-patient inmate treatment services at community hospitals; coordinating in-patient mental health and other specialized medical services provided by private practitioners; and supervising a professional, technical, and clerical staff. In a central office setting, an employee is responsible for developing and implementing departmental policies and procedures for programs related to health care services; overseeing vendor contract compliance; monitoring administrative, contractual, and clinical health care services for quality assurance and risk management; and providing operational oversight of health care programming in state correctional facilities. Work is performed independently under the general direction of an administrative supervisor and is evaluated for program effectiveness through conferences, reports, and observation of general health and welfare of the inmate population.

• Plans, organizes, directs, administers, and manages health care services for inmates in the treatment of illnesses, diseases, and injuries in accordance with health care standards, guidelines, and directives including pre and post-operative care, physical examinations, medical and surgical treatments, dentistry, nursing care, physical therapy, dietary services, mental health, psychiatry, x-ray and laboratory technology, hospital admission, and medical records maintenance.

• Directs, through subordinate staff, all activities associated with the operation of a state correctional facility infirmary and licensed in-patient mental health unit.

• Develops and maintains a tracking system to monitor mandated employee health care screenings.

• Participates in the negotiation of contracted professional medical health care services to include otolaryngology, ophthalmology, urology, neurology, orthopedics, dermatology, podiatry, and cardiovascular services.

• Ensures the delivery and evaluation of contracted services are compliant with contract requirements and overall inmate health care standards.

• Receives and investigates inmate grievances, complaints, and requests related to health care services and provides appropriate resolutions.

• Conducts annual or semi-annual inspections of health care services at each facility.

• Implements and monitors quality assurance of all health care operations and services.

• Consults with professional medical staff and schedules inmate transfers between state correctional facilities to provide surgical, clinical, and out-patient psychiatric services.

• Participates in the recruitment of professional medical staff.

• Attends and/or conducts periodic meetings and workshops.

• Develops and implements training programs for health care staff.

• Makes recommendations for repairs and modifications to medical facilities.

• Establishes a system of control for the storage and dispensing of pharmaceuticals.

• Prepares and submits annual budget and staffing requests for the facility’s infirmary and related contracted services.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of infirmary or hospital administration principles, practices, and operations.

• Knowledge of administrative aspects of medical services, such as nursing care, surgical treatment, physical therapy, and x-ray and laboratory technology.

• Knowledge of laws and professional standards relating to patient advocacy.

• Knowledge of rules, regulations, and standards relating to health care services and programs.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Ability to effectively plan, direct, and assign the work of professional and paraprofessional health care staff.

• Ability to develop and implement health care program plans.

• Ability to monitor and evaluate health care services and programs for effectiveness.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional medical experience in the care and treatment of the physically ill, which included three years of supervisory or administrative experience in a hospital or infirmary, and a bachelor’s degree in a health related field;

or

• An equivalent combination of experience and training, which included three years of supervisory or administrative experience in a hospital or infirmary.
