JOB TITLE: CORRECTIONS RELIGIOUS AND VOLUNTEER SERVICES ADMINISTRATOR

JOB CODE: 47901

DEFINITION: This is professional and administrative work directing the religious and volunteer services programing in the Department of Corrections (DOC).

The employee in this job plans, develops, and administers religious and volunteer services programing to ensure quality services are provided to the inmate population. Work involves developing and implementing policies and procedures consistent with regulatory requirements, departmental objectives, and accreditation standards. Work includes the administrative oversight of facility and contracted religious services staff and volunteers at state correctional facilities. An important aspect of this work involves coordinating, integrating, and evaluating religious and volunteer services programing to ensure quality of care. Work is performed independently under the direction of an administrative supervisor and is reviewed through reports, conferences, and overall program effectiveness.

• Directs the administration of religious services programing for DOC.

• Provides oversight and guidance to religious services staff at state correctional facilities.

• Develops and implements policies and procedures for religious services programing.

• Consults with and advises central office and facility staff regarding religious requests.

• Conducts annual internal reviews to assess the quality of religious services and compliance with laws, regulations, policies, procedures, and accreditation standards.

• Reviews facility policies and procedures to ensure consistency and standardization in the delivery of religious services.

• Oversees religious services contracts to ensure contract compliance and effectiveness collaborating with vendors to identify and resolve issues.

• Oversees the development and delivery of religious services training programs.

• Researches requests for the establishment of new religions and makes recommendations regarding the development of services and sourcing of providers to meet specific religious needs.

• Manages the statewide volunteer services program, to include the development and implementation of policies and processes related to the recruitment, coordination, screening, training, placement, and evaluation of volunteers.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and techniques used in the administration of religious services programs.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to coordinate and integrate programs designed to meet the spiritual needs of individuals.

• Ability to plan, design, develop, implement, and interpret religious services program policies and procedures.

• Ability to conduct research and formulate recommendations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These are not used for merit system evaluation or examination purposes and are not position-specific performance standards.)

• Knowledge of departmental policies and procedures related to religious services programing and operations.

• Knowledge of departmental program goals.

• Knowledge of individual religious rights and human rights protections.

• Ability to monitor and evaluate religious services programs for effectiveness.

• Ability to plan, organize, and direct a comprehensive religious services program.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Chaplaincy Program Director (commonwealth title);

or

• Four years of professional experience in the development and implementation of religious services programs in a correctional facility, hospital, university, or in a similar institutional operation, and a bachelor's degree in religion, theology, divinity, or a related human services field;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENT:

• This position requires, within six months of hire, completion of the Correctional Chaplains Training Course.
