DEFINITION: This is highly responsible managerial work planning, directing, and coordinating the administration of veterans' homes in the Department of Military and Veterans Affairs (DMVA).
The employee in this job directs the administration of veterans' homes, which provide multi-level healthcare, treatment, restorative, and rehabilitative services for aged or disabled resident veterans. The employee serves as the principal advisor to the Deputy Adjutant General for Veterans Affairs and the Adjutant General in providing care to veterans. Work involves supervising the preparation and control of budget activities; formulating rules, regulations, and policies; overseeing admission procedures; evaluating program implementation and administration, including new technologies and methodologies; performing long range, strategic planning of programs, property, plant, and equipment; and community outreach activities. The employee in this job acts as liaison with the U.S. Department of Veterans Affairs (USDVA) and other federal and state agencies on grant issues, policies, standards, and administrative requirements for operating state veterans' homes. The employee serves as the principal advisor to the Adjutant General and other high level agency decision makers on state and federal policy issues and publicly advocates substantive policy changes. Supervision is exercised over a professional, technical, and clerical staff. Work is assigned in the form of broad program goals and objectives, and is reviewed by an administrative supervisor through reports, conferences, and results attained.

• Plans, directs, and coordinates the administrative and operating functions of state veterans' homes established by the commonwealth.
• Advises the Deputy Adjutant General for Veterans Affairs and the Adjutant General in all matters pertaining to the veterans' homes, including state and federal policy issues.
• Publicly advocates substantive policy changes to improve veterans’ care.
• Formulates policies, procedures, and regulations for the veterans' homes to ensure compliance with state and federal standards for nursing home operations.
• Supervises receipt of applications for the homes and the establishment and maintenance of application files and waiting lists for each level of nursing care.
• Acts as oversight authority for multi-million dollar operational, capital, and fixed asset budgets for the veterans' homes.
• Evaluates implementation and administration of veterans' facility programs through on-site visits, nursing audits, audit reports, committee reports, and inspection results at each facility.
• Monitors and establishes guidance for the veterans' homes on staffing patterns, health care standards, and Life Safety Code compliance.
• Acts as liaison with the USDVA on grant issues, policies, standards, and administrative requirements for operating state veterans' homes.
• Represents the Deputy Adjutant General for Veterans Affairs or the Adjutant General at public functions and ceremonies.
• Schedules and attends meetings of veterans’ advisory councils.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of state and federal laws, standards, and regulations governing the administration of patient care facilities.
• Knowledge of the principles and practices of patient care and treatment.
• Knowledge of the structure and organization of patient care and treatment facilities.
• Knowledge of public or business administration as it relates to purchasing, fiscal management, human resources, and accounting procedures.
• Knowledge of the principles and practices of employee supervision.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Four years of administrative experience in hospital or nursing home management.
SPECIAL REQUIREMENTS:
• This position requires licensure as a Nursing Home Administrator through the Pennsylvania Department of State.
