JOB TITLE: DIRECTOR, BUREAU OF VETERANS OUTREACH AND REINTEGRATION, DMVA

DEFINITION: This is responsible administrative and managerial work directing the Bureau of Veterans Outreach and Reintegration in the Department of Military and Veterans Affairs (DMVA).

The employee in this job directs the administration of programs and initiatives to promote, advocate, coordinate, and connect veterans and their beneficiaries with a wide array of benefits and services and to facilitate service members’ transition and reintegration back into civilian life. Work involves overseeing the management of comprehensive outreach programs and initiatives to raise awareness of and access to veterans’ benefits and services; directing veterans’ reintegration programs and initiatives to identify and prepare service members for civilian life and employment; and overseeing the promotion and provision of advocacy efforts with governmental agencies and private organizations for the attainment of benefits, services, and programs for veterans and their beneficiaries. Work also involves developing and overseeing the implementation of policies, procedures, goals, and objectives. Supervision is exercised over managerial staff. Work is assigned in the form of broad program goals and objectives and is reviewed by the Executive Director of Veterans Services and Programs, DMVA through reports, conferences, and results achieved.

• Directs and oversees administrative, outreach, and reintegration activities and operations at DMVA’s veterans field offices and resource centers statewide.

• Establishes and maintains working relationships with the U.S. Department of Veterans Affairs, legislative members and committees, managers and staff at federal, state, and county agencies, and public and private organizations.

• Directs and oversees outreach programs and initiatives through a variety of methods such as mobilization of services, collaboration with veterans’ and other organizations, public information programs, face-to-face activities, and multimedia efforts.

• Manages and initiates high-visibility outreach events such as veterans’ town hall meetings in collaboration with agency, administration, and other partners that may include attendance by the Deputy Adjutant General for Veterans Affairs (DAG-VA), The Adjutant General (TAG), members of the General Assembly, and the Governor.

• Directs reintegration programs and initiatives to transition service members back to civilian life through employment and re-employment initiatives and services, business and entrepreneurial opportunities, education, and networking.

• Oversees transition assistance programs across Pennsylvania’s military installations and coordinates with installations internationally to connect with Commonwealth residents separating from military service.

• Directs and oversees administrative claims processes and advocacy to seek, obtain, coordinate, and connect veterans and families to benefits, services, and programs offered by federal, state, county, local, and private agencies and organizations.

• Promotes substantive veterans’ legislative, policy, and programmatic changes at the state and federal level through outreach and advocacy to organizations and individuals.

• Develops and oversees the implementation of new and revised policies, procedures, goals, and objectives to streamline and enhance operations, realize efficiencies, and maximize programmatic effectiveness.

• Advises TAG, DAG-VA, the Executive Director of Veterans Services and Programs, and other agency leadership on veterans’ policy issues, benefits and services, and legislative and programmatic changes at the state and federal level.

• Monitors expenditures and collaborates with budget staff on the development of the bureau’s annual budget and future expenditure projections.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of veterans’ benefits and services program administration and coordination.

• Knowledge of the laws, regulations, standards, policies, and procedures governing veterans’ benefits and services programs.

• Knowledge of social and economic challenges experienced by veterans.

• Knowledge of the methods and resources utilized for veterans’ reintegration into civilian life.

• Knowledge of the principles and practices of advocacy in public and administrative settings.

• Knowledge of effective outreach techniques.

• Knowledge of the principles and methods used to develop policies, procedures, goals, and objectives related to veterans’ benefits and services programs.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret legislation, regulations, policies, and procedures.

• Ability to analyze and interpret numerical information.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Veterans Services Officer Manager, DMVA (Commonwealth title);

or

• Four years of professional experience managing programs serving veterans that includes two years of supervisory experience, and a bachelor’s degree in human services, business administration, public administration, or a related field;

or

• An equivalent combination of experience and training that includes two years of professional supervisory experience managing programs serving veterans.

SPECIAL REQUIREMENTS:

• The employee in this job must obtain active veteran service officer accreditation issued by the United States Department of Veterans Affairs within one year of hire and maintain accreditation for the duration of employment in this job.
