SERIES NATURE OF WORK: The Human Services Program Specialist job series describes work in support of human services programs in the Department of Human Services.

DEFINITION: This is professional supervisory work in the administration of a human services program.

An employee in this job supervises staff in analyzing, implementing, coordinating, monitoring, and evaluating a human services program or program operations. Work includes supervising staff providing guidance and technical assistance to departmental, county, and health and human services providers with program and fiscal planning; explaining departmental objectives; and coordinating human services program delivery. Work also involves overseeing the development or implementation of changes to human services programs and procedures by supervising the analysis of existing programmatic and fiscal data to determine program effectiveness, the development of program recommendations, the development of recommendations for solutions to problems and corrective actions, and the preparation of reports and correspondence. Work may include providing or supervising staff providing training on human services programs and supports. Work may also involve supervising the review and monitoring of program systems to identify data inaccuracies and participating in the development of solutions. Work is performed under the general direction of an administrative supervisor and is reviewed through conferences and reports.

   DISTINGUISHING CHARACTERISTICS:

     • Work is distinguished from the lower-level job by the responsibility for supervising Human Services Program Specialists.

• Supervises and provides guidance on the administration of human services programs and operations.

• Supervises the monitoring of contracts to ensure services are consistent with contract language and comply with federal and state regulations, guidelines, and procedures.

• Participates in the development of procurement documents.

• Participates in the development of program contracts including work statements, program narratives, budget projections, allocation of monies, and amendments.

• Serves on evaluation committees to select contracted providers.

• Reviews recommendations for the creation and revision of program manuals and materials based on legislative, regulatory, or policy changes.

• Oversees and participates in the delivery of formal and informal training in support of program operations.

• Supervises the collection of data and the analysis and preparation of reports.

• Participates in arranging joint agreements and projects with public and private agencies and organizations.

• Supervises and conducts the analysis of error data, quality control reviews, and management evaluation reviews.

• Determines profiles and trends of social services needs to supervise the development, monitoring, and evaluation of human services programs.

• Supervises the development of recommendations for corrective action plans, and provides guidance on the evaluation and monitoring of their implementation.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of human services program administration.

• Knowledge of the functions and objectives of human services programs.

• Knowledge of the laws and regulations governing human services programs.

• Knowledge of available resources for providers of human services programs.

• Knowledge of the principles and methods of data collection and analysis.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret program and fiscal data.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Human Services Program Specialist (commonwealth title);

or

• Two years of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs;

or

• An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
