GUARDIANSHIP PROGRAM SERVICES MANAGER, DHS

DEFINITION:

This is professional and administrative work directing the statewide guardianship program in the Department of Human Services.

The employee in this job plans, organizes and directs, through subordinate managers and supervisors, the operation and continuing development of a statewide program providing financial management and protection services, in accordance with the Vecchione Consent Decree, for individuals in state facilities or community placement settings. Work involves determining individual and overall program needs, goals and objectives and proposing changes in program planning and direction. Work includes reviewing and analyzing federal and state  regulations and court decisions as they relate to guardianship program activities; participating in the development of policy, regulations and procedures for implementing the guardianship program; and coordinating and monitoring statewide program operations for adherence to program goals and objectives. Work is performed with a high degree of initiative and independent judgment, and is reviewed by an administrative supervisor through conferences and evaluation of reports.

EXAMPLES OF WORK:

Plans, organizes and directs the statewide guardianship program.

Oversees the implementation and operation of financial management service systems for individuals in state facilities or community placement settings.

Reviews, analyzes and evaluates program objectives, policies, and operations.

Recommends the establishment or modification of policies and procedures to facilitate department objectives and increase efficiencies.

Reviews and interprets federal and state regulations and court decisions as they relate to facility guardianship program activities.

Serves as the department liaison on all issues related to the financial protection and interests of individuals in state facilities or community placement settings.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the principles, practices and methods of fiscal management and budgetary planning.

Knowledge of the laws and regulations governing guardianship programs.

Knowledge of the functions and objectives of guardianship programs.

Ability to analyze and evaluate fiscal and budgetary data.

Ability to prepare financial reports and statements.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

Two years of professional experience managing financial records and three years of supervisory experience managing client funds in a social services setting;
