JOB TITLE: DIRECTOR, BUREAU OF QUALITY ASSURANCE AND PROGRAM ANALYTICS, OLTL

DEFINITION: This is responsible professional and administrative work directing and planning the activities of the Bureau of Quality Assurance and Program Analytics, Office of Long Term Living (OLTL) in the Department of Human Services (DHS).

The employee in this job directs the development, implementation, and maintenance of a quality evaluation and improvement system for all OLTL programs. Work involves directing data analysis to measure the effectiveness of program design and operations; overseeing the implementation of risk reduction and mitigation programs and tools; overseeing the development of performance measures for providers in accordance with federal and state laws and regulations; monitoring provider compliance in meeting DHS benchmarks and goals for quality improvement; and providing policy guidance to managed care organizations and other providers. Work also involves ensuring that valid statistical and procedural methodologies are used in the collection and analysis of quality control data to evaluate and improve service delivery. Supervision is exercised over professional staff, and work is performed independently under the general direction of the Deputy Secretary for Long Term Living who reviews work through conferences, reports, and program effectiveness.

• Directs the development and implementation of policies and procedures related to quality evaluation, quality improvement, and data analysis.

• Coordinates the collection, analysis, and reporting of program and provider data to evaluate service delivery, measure program design and operational effectiveness, and meet federal reporting requirements.

• Develops policy and processes related to the monitoring and reporting of managed care organizations’ or other providers’ quality management activities and initiatives.

• Oversees internal and external quality review activities.

• Provides input into policy development for all OLTL programs based on analysis of quality assurance and monitoring data.

• Oversees the analysis of existing and proposed legislation and initiatives and provides projections of operational and economic impact to executive staff.

• Directs the development of internal and external training to improve service delivery.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of principles, practices, and methods of quality assessment and evaluation of human services programs and services.

• Knowledge of methods and techniques used in data collection, analysis, and reporting.

• Knowledge of principles and practices of policy and program planning and development.

• Knowledge of the laws and regulations governing human services programs.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze, interpret, and evaluate policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional human services experience, including three years of supervisory experience in planning and coordinating the development and implementation of programs and policies, and a bachelor’s degree;

or

• An equivalent combination of professional experience and training which includes three years of supervisory experience in planning and coordinating the development and implementation of programs and policies.
