JOB TITLE: DIRECTOR, AGING AND DISABILITY RESOURCES OFFICE

DEFINITION: This is highly responsible administrative and managerial work directing the Aging and Disability Resources Office in the Department of Aging.

The employee in this job directs, implements, and promotes Pennsylvania’s Aging and Disability Resources Center (ADRC) program, which is known as the PA Link to Aging and Disability Resources or PA Link, to improve consumer access to long-term supports and services through an integrated network of partners. Work involves managing the development and implementation of policies and procedures to ensure compliance with federal ADRC requirements; to increase partnership collaborations through a network of federal, state, and local partners; to improve cross-system coordination; and to ensure that partnership resources and services are targeted to older adults and individuals with disabilities and serious mental illness. Work also involves advising the Secretary of Aging, Deputy Secretary of Aging, and senior staff on issues relating to PA Link; analyzing current and proposed legislation, regulations, and policies to determine potential impacts on PA Link; directing the development and provision of PA Link partnership trainings and outreach activities; and establishing and strengthening working relationships with PA Link partners. Oversight is exercised over contract staff. Work is performed with a high degree of initiative and independence under the general direction of the Deputy Secretary of Aging and is reviewed through reports and conferences for achievement of program objectives.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

Integrates PA Link with the goals and objectives of the department and keeps current on federal best practices for ADRC programs to determine the feasibility of implementing those practices in Pennsylvania.

Directs the development and implementation of policies and procedures for Person Centered Counseling (PCC) and develops outreach strategies to promote awareness of PCC to individuals and community providers.

Manages the identification of PCC training needs, the organization and conduct of training for PCC counselors, the development of PCC certification and recertification processes, and the conduct of performance validation reviews of certified counselors.

Provides legislative, regulatory, and policy recommendations to the Secretary and Deputy Secretary.

Develops policies to improve cross-system coordination and enable consumers to contact any PA Link partner to be connected to the information or assistance they are seeking.

Prepares budget projections, drafts annual spending plans, and monitors program expenditures.

Directs the development of annual budget allocations for PA Link partners and provides parameters for operating within budget guidelines.

Researches and applies for grants and other funding opportunities that involve ADRC directly or through partnership collaborations.

Ensures the accuracy and submission timeliness of all federal reports relating to ADRC and any associated grants and projects.

Collaborates with other state agencies on program operations that relate to PA Link core program activities.

Directs the operations of the PA Link toll-free helpline, including quality assurance monitoring.

Manages activities to educate the public about the PA Link network and works with the Communications Office to publicize PA Link and its toll-free helpline.

Directs and participates in the identification of target populations in need of specialized PA Link services and develops related policies.

Manages PA Link reporting and quality assurance activities involving interaction with the Social Assistance Management System (SAMS) and the development of bench-marking reports to monitor activities of PA Link partners.

Represents the department on workgroups and committees and at meetings and conferences to promote PA Link and develop collaborative partnership relationships.

Directs and participates in the establishment and improvement of PA Link partnership collaborations with partners such as Area Agencies on Aging (AAAs), Centers for Independent Living (CILs), government officials at the federal, state, and local levels, stakeholder groups, and advocacy and community-based organizations.

The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the principles and practices of human services administration and operations.

Knowledge of federal ADRC requirements and core program competencies.

Knowledge of state and federal long-term care programs and person-centered/ consumer-choice practices and philosophies.

Knowledge of the AAA and CIL networks and use of SAMS for data reporting and quality assurance of PA Link program activities.

Ability to develop and maintain collaborative partnerships with agencies and organizations that provide programs and supports to consumers in need of social and human services.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

Six years of professional human services program experience that includes three years of human services program development, implementation, or evaluation experience and three years of supervisory experience; and a bachelor’s degree;
