 JOB TITLE: HUMAN SERVICES ANALYST

SERIES NATURE OF WORK: The Human Services Analyst job series describes work in the analysis, evaluation, and implementation of human services programs and related policies in the Department of Human Services.

DEFINITION: This is professional analytical work in a human services program.

An employee in this job is responsible for analyzing, evaluating, and applying discretion in the interpretation of policies for a human services program or operations, and developing or implementing related policies. Work involves analyzing program or service delivery; identifying issues; developing operational policies, procedures, and guidelines for program or service providers; monitoring for program or contract compliance; providing consultative guidance and direction to resolve issues; and effectively recommending penalties or sanctions if noncompliance continues. Work may involve researching, analyzing, and interpreting legislation, regulations, or policies to develop and revise human services programs and policies, serving as the subject matter expert on program regulations and policies, and providing management with fully developed recommendations for improving the efficiency and effectiveness of human services programs. Work is performed with limited guidance under the general direction of a professional or administrative supervisor and is reviewed through conferences and reports.

• Analyzes and interprets proposed and new federal and state legislation and regulations to anticipate effects on programs and services, and advises on implementation strategies.

• Analyzes program operations and recommends the development and modification of policies to achieve greater program efficiency and effectiveness.

• Develops and implements policies governing programs and services.

• Develops, revises, and interprets planning documents, policy memos, communications memos, policy interpretation bulletins, and other documents to ensure policies are interpreted and applied consistently.

• Performs cost benefit analyses for policy and program proposals, and develops effective recommendations for executive decision making.

• Serves as a consultant to program staff during system development and redesign to interpret policies and their impacts on systems.

• Conducts reviews of managed care organizations and other providers to determine operational readiness and contract compliance.

• Evaluates effectiveness of provider policies and offers consultative guidance to provider staff on the development and revision of policies.

• Works with managed care organizations to address non-compliance issues and directs them on how to achieve compliance.

• Develops corrective action plans to impose formal penalties or sanctions, and recommends process or program changes for providers who are continually noncompliant.

• Evaluates program performance against stated goals and objectives, identifies factors that facilitate or impair effectiveness, and develops policy recommendations to support program improvements.

• Analyzes systems data to determine if policies are correctly applied in the various systems, conducts research to address identified issues, and advises on appropriate solutions.

• Develops and implements use of data collection tools and methods.

• Provides consultation and direction on policy interpretation and implementation.

• Develops and executes program performance measures to determine if policies are implemented appropriately.

• Provides policy analysis and interpretation to inform the development of requests for proposals and other solicitations and serves on evaluation committees to select providers.

• Develops and implements training programs and policies.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organization requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the functions and objectives of human services programs.

• Knowledge of the laws and regulations governing human services programs.

• Knowledge of available resources for providers of human services programs.

• Knowledge of the principles and methods of data collection and analysis.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret program and fiscal data.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
