JOB TITLE: HUMAN SERVICES ANALYST SUPERVISOR

SERIES NATURE OF WORK: The Human Services Analyst job series describes work in the analysis, evaluation, and implementation of human services programs and related policies in the Department of Human Services.

DEFINITION: This is professional analytical and supervisory work in a human services program.

An employee in this job supervises staff responsible for analyzing, evaluating, and applying discretion in the interpretation of policies for a human services program or operations, and for developing or implementing related policies. Work involves supervising staff analyzing program or service delivery; developing operational policies and procedures for program or service providers; monitoring program or contract compliance; providing consultative guidance and direction to resolve issues; and developing recommendations for penalties or sanctions. Work may involve supervising the research, analysis, and interpretation of legislation, regulations, and policies to develop and revise human services programs and policies; the provision of subject matter expertise on program regulations and policies; and the development of recommendations for improving the efficiency and effectiveness of human services programs. Work is performed with limited guidance under the general direction of an administrative supervisor and is reviewed through conferences and reports.

   DISTINGUISHING CHARACTERISTICS:

     • Work is distinguished from the lower-level job by the responsibility for supervising Human Services Analyst positions.

• Supervises the analysis and interpretation of federal and state legislation and regulations for program impacts.

• Supervises the analysis of program operations and the development and modification of policies to improve program efficiency and effectiveness.

• Directs the implementation of policies governing programs and services.

• Oversees reviews of managed care organizations and other providers to ensure uniformity in interpretation and application of policies and procedures.

• Oversees employees evaluating provider policies and offering consultative guidance on the development and revision of policies.

• Provides guidance and direction to managed care organizations to address complex and sensitive non-compliance issues.

• Supervises the development of corrective action plans, penalties, and sanctions to address provider noncompliance.

• Supervises the analysis of systems data to determine accurate policy application.

• Supervises the development and implementation of data collection tools.

• Evaluates adherence to program goals and objectives.

• Provides policy analysis and interpretation to inform the development of requests for proposals and other solicitations and serves on evaluation committees to select providers.

• Supervises the development and implementation of training programs and policies.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organization requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the functions and objectives of human services programs.

• Knowledge of the laws and regulations governing human services programs.

• Knowledge of available resources for providers of human services programs.

• Knowledge of the principles and methods of data collection and analysis.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret program and fiscal data.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Human Services Analyst (commonwealth title);

or

• Two years of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
