SERIES NATURE OF WORK: The Human Services Program Executive job series describes work administering human services programs in the Department of Human Services.
DEFINITION: This is professional and administrative work directing human services programs.
An employee in this job plans and directs the organization, development, implementation, and evaluation of a statewide human services program or complex program operations. Work involves developing, reviewing, analyzing, and evaluating program plans, objectives, policies, and operations; planning and managing the development, implementation, and coordination of program improvements and budgetary and cost containment procedures and modifications; and determining the need for information technology systems support and overseeing the installation, integration, and upgrading of support services. Work includes determining program policies and providing guidance, direction, and technical assistance to operating officials in achieving program objectives; determining individual and overall program needs, objectives, and budgetary requirements and determining and recommending the appropriate resources for human services program delivery; and reviewing existing and proposed federal, state, or local program plans and legislation affecting the program area. Work also includes determining data collection procedures, designing data collection methods, preparing reports and cost containment recommendations, developing program monitoring systems, and conducting special projects. Supervision is exercised over Human Services Program Executives 1 or staff at a comparable level. Work is performed independently under the general direction of an administrative supervisor and is reviewed through conferences and an evaluation of reports.
DISTINGUISHING CHARACTERISTICS:
• Work at this level is differentiated from lower-level job based on the responsibility for independently managing complex state and local programs that are broad in scope, highly visible, or have widespread and significant impacts; or managing and determining overall program priorities as a division chief or program director.
• Work at this level involves supervising Human Services Program Executives 1 or staff at a comparable level.

• Plans and directs the organization, development, implementation, and evaluation of a human services program.
• Develops, reviews, analyzes, evaluates, and revises program objectives, policies, standards, and budgetary requirements.
• Determines, recommends, and implements program policy based on programmatic, legislative, or budgetary requirements.
• Identifies human services program needs, goals, objectives, and reporting requirements.
• Determines and recommends appropriate resources for program service delivery.
• Determines the need for and oversees the installation, integration, and upgrading of management information technology systems.
• Oversees, coordinates, and evaluates ongoing program operations or contracted services provided and recommends program modifications or changes.
• Designs methods to collect, analyze, interpret, and monitor data.
• Directs technical assistance regarding policy and procedural issues to contracted vendors or state-mandated, county-administered human services programs.
• Directs the preparation of advanced planning documents to attain federal financial participation and certification for program service development, implementation, modification, evaluation, and information technology systems support.
• Provides technical guidance, direction, and assistance to operating officials in coordinating activities and achieving program objectives.
• Collaborates with other state agencies on analyses involving issues of common interest and importance.
• Reviews current and proposed federal, state, or local program plans and legislation affecting the human services program area and monitors the operations and reporting requirements.
• Develops initiatives and recommendations for program and budgetary modifications.
• Analyzes new program proposals or revisions to existing programs and provides recommendations.
• Performs the full range of supervisory duties.
• Employees in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.
• Performs other related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and methods of human services program planning, development, and administration.
• Knowledge of the functions and resources of federal human services organizations and programs.
• Knowledge of the principles and practices of employee supervision.
• Ability to analyze and interpret policies, procedures, and regulations.
• Ability to review, analyze, and evaluate human services programs and practices.
• Ability to analyze and interpret program and fiscal data.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of experience as a Human Services Program Executive 1 (Commonwealth title);
or
• Five years of professional experience in the development, implementation, or evaluation of a human services program or program operations, including three years of supervisory experience;
or
• An equivalent combination of experience and training that includes three years of professional supervisory experience in the development, implementation, or evaluation of a human services program or program operations.
