DEFINITION: This is highly responsible administrative and professional work in providing support and coordination to the Governor’s Cabinet and Advisory Committee on People with Disabilities.
The employee in this job is responsible for planning, directing, and coordinating the activities of the Governor’s Cabinet and Advisory Committee in the development and implementation of policies, procedures, regulations, and legislation recommended to the Governor that aid individuals with disabilities throughout the commonwealth. Work involves providing administrative support and technical assistance in the review and evaluation of all agencies under the Governor’s jurisdiction to ensure they are cognizant of the needs of individuals with disabilities; monitoring hiring, retention, and promotion practices to ensure there are no discriminatory practices relating to the employment of individuals with disabilities; and ensuring that state government is accessible, accountable, and responsive in regard to services and programs for individuals with disabilities. Work is conducted collaboratively on various cross-program initiatives with other state agencies, departments, advocacy groups, and external stakeholders to develop disability policies, procedures, regulations, and legislation recommended to the Governor. The Executive Director is the lead staff person responsible for managing, organizing, coordinating, and monitoring the activities of Governor’s Cabinet and Advisory Committee. General objectives are received from the Secretary, Department of Human Services, who serves as the Chair of the Cabinet, and reviews work through discussions and written reports for program effectiveness and conformance with established performance objectives and standards.

• Provides administrative support and technical assistance to the Governor’s Cabinet and Advisory Committee in the review and evaluation of commonwealth agency programs and services to ensure they are cognizant of the needs of individuals with disabilities.
• Serves as the liaison between the Cabinet and Advisory Committee to develop and implement policies, procedures, regulations, and legislation that aid individuals with disabilities.
• Collaborates with all state agencies to monitor hiring, retention, and promotion practices of individuals with disabilities to ensure no discriminatory practices.
• Informs the Governor’s Cabinet and Advisory Committee of matters and issues affecting individuals with disabilities on an ongoing basis.
• Reviews policies, procedures, regulations, and legislation that has or may have an impact on individuals with disabilities and reports these findings to the Governor’s Cabinet and Advisory Committee.
• Represents the Committee before other state agencies, advocacy groups and external stakeholders to develop disability policies, procedures, regulations and legislation recommended to the Governor.
• Prepares the agenda for meetings, collects and distributes information and background materials, and directs the preparation of official minutes and records of actions of the Committee.
• Directs and coordinates the arrangements for meetings, administers the Committee’s budget, prepares contracts, and reviews and processes expense accounts submitted by Committee members.
• Acts as the primary resource person by providing administrative support and technical assistance to the Committee in conducting reviews and evaluations on the level and quality of the programs for individuals with disabilities administered by commonwealth agencies and makes recommendations to the Committee based on these findings.
• Communicates the agenda of the Governor’s Cabinet to the Advisory Committee and provides recommendations and feedback to the Cabinet regarding targeted issues and activities that are of a more localized nature.
• May participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of current social, economic, and health issues as they relate to individuals with disabilities.
• Knowledge of various disability related organizations and cross-functional disability related issues.
• Knowledge of the principles and practices of policy planning and development.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively in writing.
• Ability to communicate effectively orally.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Five years of professional experience in human service programs, including three years of planning, developing, and implementing programs and services for individuals with disabilities, and two years of administrative or management experience.
