JOB TITLE: DIRECTOR, PA EHEALTH PARTNERSHIP PROGRAM

JOB CODE: 49902

DEFINITION: This is highly responsible administrative work directing the activities of the eHealth Partnership Program and leading the policy and program development activities for the implementation of Pennsylvania’s Health Information Exchange (HIE) in the Department of Human Services (DHS).

The employee in this job plans, directs, and coordinates the mission, values, strategies, goals, and objectives of the eHealth Partnership Program. Work involves collaborating with the program’s Advisory Board; developing, executing, and maintaining sustainable business and communication strategies and plans; developing and implementing vendor selection processes and executing vendor contracts; developing and implementing policies, processes, and procedures; and managing the installation of all IT hardware and applications used by the Health Information Organizations (HIOs), Health Information Service Providers (HISPs), payers, and providers. The employee exercises supervision over administrative staff. Work is assigned in the form of program objectives by the program’s Advisory Board and reviewed for attainment of goals.

• Directs and develops goals and objectives consistent with the mission and vision of the eHealth Partnership Program.

• Develops policies for the PA Patient and Provider Network related to the use and disclosure of information, consent requirements, and requirements for data and privacy breaches.

• Develops and implements business and communication plans.

• Oversees compliance with federal and state laws and regulatory requirements and ensures legislative and regulatory compliance required by Act 76.

• Develops and implements privacy and security policies and risk management strategies.

• Implements improvements to internal controls and related policies and procedures as required.

• Directs staff in the planning of a complex organizational budget.

• Directs the oversight of vendors and oversees the negotiation and execution of contractual agreements subject to the program’s policies and guidelines.

• Represents the eHealth Partnership Program with all legislative bodies, participating federal and state organizations, stakeholders, data suppliers, and the public.

• Directs the participation and collaboration of the HIOs and HISPs with the eHealth Partnership Program.

• Directs communication strategies with stakeholders, the media, and the public.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles and methods of policy and program planning, development, and evaluation.

• Knowledge of the laws and regulations governing electronic health information.

• Knowledge of the functions and resources of electronic health information organizations, systems, and programs.

• Knowledge of the principles and practices of supervision.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to analyze and interpret program and fiscal data.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of professional health care program experience, which includes five years of supervisory experience in program planning and policy development, and a bachelor’s degree in a health-related field;

or

• An equivalent combination of experience and training, which includes five years of supervisory experience in program planning and policy development.
