CAPITOL GROUNDS SUPERVISOR, DGS

DEFINITION: This is supervisory work in landscaping, grounds keeping and associated equipment operation and property services for the Capitol Complex and outlying buildings.

An employee in this class plans, organizes, and supervises the provision of landscaping, grounds keeping, equipment operation and property services for the Capitol Complex and outlying buildings. Work involves overseeing and participating in a variety of landscaping and grounds keeping services including monitoring contracted landscaping and snow removal; the application of herbicides and pesticides to control weeds and insects; the disposal of trash and garbage; and the removal of snow and ice. Provides on-the-job guidance and training to staff on the proper landscaping and grounds keeping methods and techniques; the safe and effective application of herbicides and pesticides; and the safe operation, maintenance, and repair of tools and equipment. Supervision is exercised over employee's providing grounds keeping, landscaping, and equipment operation, maintenance, and repair services. Supervision is received from a building maintenance manager through regular assignments and special requests, and work is reviewed by onsite inspections, and through discussions and reports. Considerable independence is exercised in planning and scheduling work and determining methods and procedures to be followed.

EXAMPLES OF WORK: Plans and organizes the provision of landscaping, grounds keeping, equipment operator, and property services for the Capitol Complex and outlying buildings.

Carries out or ensures the proper methods and techniques for maintaining turf and landscaped areas, planting, cultivating, pruning, spraying, and trimming of flowers, trees, shrubs, and plants; and clearing lawns, gardens, and walks.

Applies or oversees the application of a variety of herbicides and pesticides to control weeds and insects.

Gathers or oversees the gathering of soil samples; forwarding to the laboratory for analysis; and carrying out recommended course of action.

Supervises and may perform the operation, maintenance, and repair of grounds keeping equipment, including lawnmowers, weed eaters, edgers, chainsaws, hand tools, leaf blowers, leaf vacuums, sweepers, snow blowers, snow plows, and spreaders.

Supervises and may perform the operation, maintenance, and repair on gasoline and diesel vehicles and equipment including dump trucks, payloaders, and backhoes used to plow snow and transport equipment, tools, furniture, trash, ashes, salt, and other items.

Supervises and may perform the operation of mechanized and motorized grounds keeping equipment such as tractors, mowers, weed eaters, street sweepers, and other equipment.

Provides input into the contract specifications for specialized landscaping and snow removal; and monitors contractor performance to ensure full compliance to the contract.

Carries out or oversees snow and ice removal by clearing walks, steps, ramps, and parking lots, and spreading cinders for safe walks and roadways.

Supervises the removal of landscaping and grounds keeping debris from the Capitol Complex and outlying building worksites.

Plans and organizes work, assigns work, determines work priority(s) and sets objectives, monitors work, reviews and evaluates employee work performance, approves leave.

Determines or interprets work procedures, and plans and adjusts workflow.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Interprets contractual and administrative rights for employees, modifies work environment or process to conform to changing conditions, and implements the provisions of collective bargaining agreements.

Responds to employee complaints and grievances.

Reviews and evaluates the training needs of subordinates, plans and conducts training, and demonstrates more efficient work methods.

Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and techniques for landscaping and grounds keeping, and the methods of cultivation, planting, pruning, spraying, and trimming of trees, shrubs, lawns, plants and flowers.

Knowledge of the materials, equipment, and tools used in landscaping, grounds keeping, and related property services.

Knowledge of pest and weed control; tree, shrub, plant and floral diseases; and herbicides and pesticides.

Knowledge of the principles and practices of supervision.

Skill in the operation of a large variety of landscaping and grounds keeping equipment, materials, and supplies.

Ability to instruct and properly apply pesticides and herbicides in a safe manner.

Ability to plan, organize and direct staff engaged in various landscaping, grounds keeping, equipment operator, and property services activities.

Ability to schedule and coordinate the use of time, supplies, and equipment efficiently and economically.

MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS: Four years of experience in landscaping, grounds keeping, nursery, or greenhouse work, which included six months of lead work responsibility; and graduation from high school;

NECESSARY SPECIAL REQUIREMENTS: Possession of a valid commercial driver's license (CDL) and any endorsements required to operate specific equipment, in order to meet operational needs.

Certification as a public pesticide applicator from the Department of Agriculture.
