DEFINITION: This is supervisory work in landscaping, groundskeeping, equipment operations, and property services for the Capitol Complex and outlying buildings.
An employee in this job plans, organizes, and supervises landscaping, groundskeeping, equipment operations, and property services for the Capitol Complex and outlying buildings. Work involves overseeing and participating in a variety of landscaping and groundskeeping services, including the application of herbicides and pesticides, the disposal of trash and garbage, and the removal of snow and ice; monitoring contracted landscaping and snow removal services; and providing guidance and training to employees on proper landscaping and groundskeeping methods and techniques, the safe and effective application of herbicides and pesticides, and the safe operation, maintenance, and repair of tools and equipment. Supervision is exercised over employees performing groundskeeping, landscaping, equipment operations, maintenance, and repair services. Supervision is received from a maintenance manager through regular assignments and special requests, and work is reviewed via onsite inspections, discussions, and reports. Considerable independence is exercised in planning and scheduling work and determining methods and procedures to be followed.

• Plans and organizes the provision of landscaping, groundskeeping, equipment operations, and property services for the Capitol Complex and outlying buildings.
• Supervises and may perform the maintainenance of turf and landscaped areas; the planting, cultivating, pruning, spraying, and trimming of flowers, trees, shrubs, and plants; and the clearing of lawns, gardens, and walks.
• Supervises and may perform the application of a variety of herbicides and pesticides to control weeds and insects.
• Supervises and may perform the gathering of soil samples, dispatching of samples to a laboratory for analysis, and carrying out a recommended course of action.
• Supervises and may perform the operation, maintenance, and repair of groundskeeping equipment, including lawnmowers, weed eaters, edgers, chainsaws, hand tools, leaf blowers, leaf vacuums, sweepers, snow blowers, snowplows, and spreaders.
• Supervises and may perform the operation, maintenance, and repair of gasoline and diesel vehicles and equipment, including dump trucks, payloaders, and backhoes used to plow snow and transport equipment, tools, furniture, trash, ashes, salt, and other items.
• Supervises and may perform the operation of mechanized and motorized groundskeeping equipment, such as tractors, street sweepers, and other equipment.
• Provides input into the contract specifications for specialized landscaping and snow removal, and monitors contractor performance to ensure contract compliance.
• Supervises and may perform snow and ice removal which includes clearing walks, steps, ramps, and parking lots, and spreading cinders for safe walks and roadways.
• Supervises the removal of landscaping and groundskeeping debris from the Capitol Complex and outlying building worksites.
• Operates a motor vehicle.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and techniques of landscaping and groundskeeping, and the methods of cultivation, planting, pruning, spraying, and trimming of trees, shrubs, lawns, plants and flowers.
• Knowledge of the materials, equipment, and tools used in landscaping, groundskeeping, and related property services.
• Knowledge of pest and weed control; tree, shrub, plant and floral diseases; and herbicides and pesticides.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to operate a large variety of landscaping and groundskeeping equipment to move materials and supplies.
• Ability to properly apply pesticides and herbicides.
• Ability to coordinate the use of time, supplies, and equipment.
• Ability to operate a motor vehicle.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Four years of experience in landscaping, groundskeeping, nursery, greenhouse, or agricultural work in a commercial operation;
or
• Two years of experience in landscaping, groundskeeping, nursery, greenhouse, or agriculture work in a commercial operation and completion of a high school vocational technical or post-secondary curriculum in landscaping, horticulture, agriculture, or related field from an accredited school;
or
• An equivalent combination of experience and training.
SPECIAL REQUIREMENTS:
• All positions require an active Public Pesticide Applicator Certification from the Pennsylvania Department of Agriculture.
• All positions require possession of an active motor vehicle license.
• Certain employees are required to obtain a commercial driver's license (CDL) and any endorsements required to operate specific equipment within the probationary period.
