PARK OPERATIONS DIRECTOR
DEFINITION: This is professional managerial work directing park operations, outdoor educational programming, and administrative support functions in the Bureau of State Parks.
The employee in this job directs, through subordinate supervisors and division managers, the planning, development, coordination, implementation, and evaluation of statewide operational programs and support functions within the central office of the Bureau of State Parks. Work involves directing park operations and maintenance, outdoor programming services, marketing, and fiscal management functions. Work involves developing and interpreting program goals, regulations, policies, and procedures; coordinating program activities, operations, and services and evaluating their effectiveness; determining operational budgetary needs; preparing budget allocations to the park regions and central office; directing revenue generation activities; and serving as a public relations contact for sensitive park operations issues. Work is performed independently and reviewed by the Director, Bureau of State Parks, through reports, meetings, and assessment of program results.
EXAMPLES OF WORK: Directs and oversees statewide park operational programs, such as camping, hiking, swimming, boating, fishing, snowmobiling, and related recreational activities.
Directs the statewide routine and preventative maintenance programs for park facilities.
Directs the statewide visitor services and ranger programs.
Directs statewide outdoor programming services and interpretive programs.
Plans, develops, directs, and administers the multi-faceted statewide park budget, including legislative appropriations, fee income, grants, and restricted accounts.
Evaluates budgetary projections, develops and assigns budget allocations to regional offices and central office, and makes adjustments as necessary.
Directs statewide marketing strategies for the Bureau of State Parks through the analysis of market research, the development of innovative revenue generating initiatives, and the formulation of marketing and public relations plans and strategies to promote park utilization and outdoor recreation programs.
Develops and interprets statewide park program goals, objectives, regulations, policies, procedures, and priorities.
Evaluates and makes recommendations on proposed state and federal legislation impacting state park programs.
Develops and maintains working relationships with federal, state, and local government officials, community leaders, civic organizations, special interest groups, tourism officials, and the media.
Represents the Bureau of State Parks on special committees, negotiating teams, and task forces.
Performs the full range of supervisory duties.
The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITES: Knowledge of the principles and practices of public park operations.

Knowledge of the principles, practices, goals, and objectives of outdoor recreation.
Knowledge of the principles and practices of supervision.

MINIMUM EXPERIENCE AND TRAINING: Eight years of experience as a Park Manager under the Commonwealth’s classification system;
or
One year of experience as a Park Operations Manager 2;
or
Eight years of experience in managing an officially recognized state park or national recreation site that includes supervision of park staff, and a bachelor’s degree in parks and recreation, forestry, engineering, related natural sciences, or landscape architecture.
