FORESTRY REGIONAL SUPERVISOR, GAME COMMISSION
DEFINITION: This is professional work as a first level supervisor of all foresters and forest technicians in each regional forestry program office in the Pennsylvania Game Commission. This position assists the Regional Manager in coordinating and implementing management plans designed to manage forest resources on State Game Lands and improve wildlife habitat. Work involves supervising the forestry staff in the compilation, analysis and interpretation of data and the determination of treatments for timber stands. Work involves reviewing and evaluating stand prescriptions prepared by staff, coordinating timber sales and forestry programs with regional land management supervisors. Work is assigned in the form of specific program goals and objectives and employees exercise considerable freedom in scheduling and completing the work. Work is reviewed through conferences, reports and attainment of goals and objectives by the Forestry Regional Manager, and central office forestry management staff.
EXAMPLES OF WORK: Supervises the implementation of forest management plans by foresters in order to effective manage forest resources on State Game Lands and improve wildlife habitat.
Supervises foresters involved in compiling, analyzing and interpreting data and determining the most effective timber stand treatment.
Reviews and evaluates stand prescriptions prepared by foresters.
Selects and hires new forestry; develops job standards and prepares performance evaluation reports for subordinates; approves and disapproves leave for subordinates; develops and implements training programs for staff.
Develops and delivers public information programs.
Ensures through on-site inspections that timber operators comply with all state, federal and commission rules and regulations and they are in compliance with all environmental rules and regulations.
Coordinates timber sales by securing all permits and other documents required for sales.
Supervises timber contractor stream crossings, pipeline crossings and related environmental control provisions.
Prepares applications for stream crossing permits.
Inspects timber operations at opening and closing to enforce timber sale contract compliance.
Conducts Game Land tours of forest area for prospective timber operators.
Examines each Game Land prior to timber stand analyses to determine scheduling and type of program for each area.
Coordinates forestry programs with Regional Land Management Supervisors in utilizing Game Lands Maintenance crews to assist foresters in a variety of assignments.
Advises Land Manager Supervisor of terminating timber sales, so participation in the review of conditions of game lands including roads can occur so determination if contractors' have satisfied the sales contract.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Pennsylvania Game Commission's rules, regulations, policies and procedures governing forestry operations on public and private lands.
Knowledge of the goals, objectives, practices, and principles of
forest management.
Knowledge of the procedures, methods, and techniques utilized in conducting forest management, forest fire protection, forest insect and disease control, watershed management, mineral development, and recreational activities on state and private forest land.
Knowledge of the procedures used in analyzing a stand of timber.
Knowledge of the various species of timber common to Pennsylvania and northeastern United States.
Knowledge of the destructive insects and diseases common to the forests of Pennsylvania and northeastern United State.
Knowledge of the Commonwealth's and Departmental rules, regulations, policies and procedures governing travel, lodging, expense vouchers, and reporting requirements.
Ability to read, understand, interpret, and write technical forestry material.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to perform mathematical calculations utilized in the forestry program.
Ability to learn the safety precautions required for the work performed by the units.
Ability to learn to plan, schedule, organize, and assign work to subordinates.
Ability to develop employee performance standards, evaluate employee performance, prepare employee evaluation reports, and discuss reports with subordinates.
Ability to learn to supervise forestry effectively.
Ability to read, understand, and interpret collective bargaining unit agreements applicable to the work performed by the units.
MINIMUM EXPERIENCE AND TRAINING: One year as a Forester in the Game Commission.

Any equivalent combination of experience and training that affords the applicant the required knowledge and abilities.
NECESSARY SPECIAL REQUIREMENTS: Possession of a valid motor vehicle operator's license for the proper operation of vehicles, as issued by the Commonwealth of Pennsylvania.
