SERIES NATURE OF WORK: The Park Maintenance Supervisor series describes work in supervising the maintenance of buildings, systems, equipment, and grounds at a state park.

DEFINITION: This is supervisory work overseeing the maintenance, repair, renovation, and construction of facilities at a state park.

An employee in this job supervises and participates in the maintenance, repair, and installation of equipment, fixtures, and components in buildings, supporting utility systems and plants, and surrounding grounds at a state park. Work involves overseeing, assigning, and executing a preventative maintenance schedule, work orders, and facility projects with consideration for the seasonality of park operations; and recommending and implementing procedures, methods, and training to accomplish this work. Work includes planning, estimating, and coordinating maintenance, renovation, and construction projects; coordinating and reviewing the work of contractors; maintaining an inventory of supplies, parts, equipment, and tools; and maintaining documentation in reports, tracking systems, and blueprint repositories. Work may also include supervising water and sewage treatment plant operations. Work is performed independently and reviewed by a manager through discussions and inspections.

• Evaluates, prioritizes, and assigns construction, renovation, installation, repair, maintenance, and custodial work orders.

• Oversees the maintenance work for park utility systems and equipment, such as heating, ventilation, and air conditioning (HVAC), electrical, plumbing, and water and wastewater operations.

• Plans and schedules facility work based on the seasonal aspect of park operations to include outdoor maintenance and repair activities, weekend coverage, and visitation considerations.

• Ensures all assignments are completed in compliance with trades methods, quality and efficiency standards, manufacturing guidelines, regulations, codes, and project objectives.

• Troubleshoots and resolves complex repair issues, such as those not specified accurately or clearly on blueprints, drawings, or specifications; issues involving use of new materials, tools, or work processes; or issues involving specialized, skilled-trades knowledge.

• Resolves or mitigates conflicts regarding sequencing of work and unforeseen conditions on a job site; and establishes and implements related recovery plans.

• Develops and communicates procedures for tool and shop equipment access, maintenance, and tracking.

• Oversees the maintenance of park grounds to include mowing, edging, tree trimming, snow plowing, leaf removal, trail maintenance, and related tasks.

• Oversees the repair, servicing, and maintenance for motor vehicle equipment used in maintaining facility operations.

• Researches and prepares lists for annual operating and ad hoc facility supplies, parts, and materials; obtains necessary approvals; and procures items through administrative staff.

• Plans facility projects within budget and decision-making parameters, to include researching equipment, parts, and materials; estimating costs, time, labor, and materials; and coordinating delivery of equipment, materials, and labor to the job site.

• Coordinates with other department supervisors and managers on special events hosted at the park and provides maintenance support, such as running electrical lines, installing temporary structures, renting equipment, and groundskeeping.

• Coordinates and delivers skill-based, equipment, and safety training to subordinate staff.

• Ensures employees are following all personal protective equipment (PPE) and safety protocols applicable to their job and work assignments.

• Monitors changes in regulations, building codes, and industry standards; communicates information to employees; and updates processes and procedures.

• Uses blueprints, drawings, and schematics to troubleshoot equipment, facility, and utility plant issues.

• Assists in developing the park annual operating budget by recommending, researching, and estimating costs for projects.

• Ensures construction, installation, repair, restoration, and maintenance of facility structures are accurately documented in reports, tracking systems, and blueprints.

• Solicits, coordinates, and oversees contracted services within budget and decision-making parameters.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Operates motor vehicles.

• Performs related work as required.


• Knowledge of the methods, materials, and practices necessary to perform semi-skilled construction, repair, maintenance, or water or wastewater treatment plant operations work.

• Knowledge of the regulations, building codes, and safety precautions related to semi-skilled construction, repair, maintenance, or water or wastewater treatment plant operations work.

• Knowledge of the operation, maintenance, and utilization of construction equipment such as bulldozers, road graders, front-end loaders, and backhoes.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret blueprints, manufacturer manuals, and equipment schematics.

• Ability to perform math functions including addition, subtraction, multiplication, and division.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Four years of semi-skilled maintenance or construction experience in two of the following: electrical trades, plumbing trades carpentry trades, mechanical trades, water or wastewater treatment plant operations, or the operation of small and medium size construction or agricultural equipment;


• An equivalent combination of experience and training.


• All positions require possession of an active motor vehicle license.

• Certain positions are required to possess a valid Pennsylvania Commercial Driver’s License at the time of hire.

• Certain positions require candidates to possess, at the time of application, or obtain, within 18 months of the date of hire, a valid certification issued by the Pennsylvania State Board for Certification of Water and Wastewater System Operators as a water or wastewater operator that is equal to or greater than the classification and subclassification of the water/wastewater system to be operated or maintained. Certification must be continuously maintained for the duration of employment in the position.
