ENVIRONMENTAL EDUCATION SPECIALIST MANAGER
DEFINITION: This is professional managerial work in the field of environmental education and interpretive services.
The employee in this class directs, through subordinate supervisors, the activities of statewide environmental education and interpretive services. Work requires planning, developing, evaluating, and coordinating the activities of the multiple work units to ensure they are working toward the attainment of similar goals and objectives and resolving conflicts between the units. Work also requires determining program goals, objectives, and work priorities; evaluating the effectiveness of the regional environmental education and interpretive programs; and interpreting assignments, rules, regulations, policies, and procedures for subordinates and field personnel. Work includes meeting with Federal conservation officials, environmentalists, educational officials, civic organizations, other interest groups, and the public to discuss issues and programs dealing with natural resources, conservation, and environmental education. Work includes planning and organizing the work of multi-units, assigning work, determining work flow, determining work priorities, reviewing work performance, evaluating employee performance, preparing and signing employee Performance Evaluation Reports, interviewing and recommending employee selections, receiving and resolving employee grievances and complaints, approving or disapproving leave requests, and evaluating training needs of subordinates. Work also includes reviewing plans and making recommendations on management plans and proposals relating to environmental education and interpretation on a statewide basis. Work is assigned in the form of broad program goals and objectives but the employee exercises considerable freedom of judgment in planning, scheduling, and completing the work. Work is reviewed upon completion by a professional superior for adherence to established goals and objectives, program quality, and effectiveness. Work is reviewed through reports, conferences, and program evaluations.

Plans and organizes work, assigns work, determines work priority, sets goals, and reviews work performances.
Evaluates employees work performance and prepares and signs employee Performance Evaluation Reports; reviews and signs employee Performance Evaluation Reports as reviewing officer.
Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.
Interviews prospective employees and recommends employee selections or ranks applicants.
Interprets contractual and administrative rights and obligations for subordinates and modifies work environment or process to conform to changing conditions.
Initiates corrective disciplinary action for minor misconduct by subordinates and recommends major corrective disciplinary action or dismissal.
Approves and disapproves leave requests and reviews subordinate sick leave to determine if pattern of abuse exists.
Reviews reports, letters, and correspondence prepared by subordinates for completeness, accuracy, grammar, and content.
Coordinates work of assigned units, with other organizational units.
Plans, develops, and coordinates a management plan to install the environmental education and interpretive program on a statewide basis.
Reviews plans and makes recommendations for the development of environmental education and interpretive facilities and development.
Reviews and makes recommendations on management plans and proposals relating to the statewide environmental education and interpretation programs.
Evaluates environmental education and interpretation programs in field locations and advises field personnel on the availability of bureau, Departmental, and other resources.
Supervises the planning, development, and implementation of in-service workshops, conferences, seminars, educational, and interpretive programs for teachers and the public.
Supervises and participates in the preparation of motion pictures, slides, and other visual aids; prepares scripts for such visual aids; plans and participates i environmental education and interpretive presentations.
Prepares recommendations on statewide outdoor recreation management plans to ensure the preservation of national scenic, scientific, and historic resources throughout the Commonwealth.
Prepares and makes recommendations on budgetary requirements for the statewide environmental education and interpretive programs.
Establishes and maintains close liaison with local, state, and Federal conservation officials, environmental organizations, schools, civic organizations, and the public concerned with natural resources, conservation, and environmental education.
Prepares letters, reports, memorandums, and correspondence to exchange information with subordinates, supervisor, and the public.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Department of Environmental Resources' and Federal rules, and regulations governing the preservation of natural, scenic, scientific and historic resources throughout the Commonwealth.
Knowledge of the principles and practices involved in the operations, management, evaluation, and implementation of a statewide environmental educational and interpretive program.
Knowledge of the ecological principles and natural laws governing the environment.
Knowledge of the curriculum planning as applied to environmental education and interpretation.
Knowledge of the educational process including teaching techniques, conservation, education, environmental education and interpretation.
Skill in the supervision of employees.
Ability to read and write English at the GED 5 level.
Ability to plan, develop, evaluate, and coordinate environmental educational and interpretive programs.
Ability to review and comment on proposed environmental education and interpretation programs.
Ability to develop new and innovative environmental education and interpretive programs.
Ability to plan, organize, and assign work to subordinates.
Ability to evaluate employee performance and prepare employee Performance Evaluation Reports.
Ability to read and interpret collective bargaining unit contracts applicable to work performed by the unit.
Ability to read and interpret Commonwealth and Departmental administrative rules, regulations, policies and procedures.
Ability to demonstrate proper methods and techniques for performing work to subordinates.
Ability to coordinate the work of the units and to resolve conflicts between the work units.
Ability to review and evaluate statewide management proposals relating to environmental education and interpretation programs in all state parks.
Ability to write and edit informational materials and to develop other types of media such as films and exhibits.
Ability to meet with and secure the cooperation of local, state, and Federal officials, civic organizations, environmental organizations and the public concerned with natural resources.
MINIMUM EXPERIENCE AND TRAINING: Two years of experience as an Environmental Education Specialist Supervisor;
or
Any equivalent combination of experience and training.
