ENVIRONMENTAL EDUCATION CENTER MANAGER

DEFINITION: This is professional and managerial work in the development, implementation, and coordination of environmental education and interpretive programs and activities, and in the administrative, maintenance, and visitor services and protection programs at an environmental education center.

An employee in this class, through a subordinate supervisor, directs the development, implementation, coordination, and delivery of environmental education and interpretive programs and activities at an environmental education center. Work also involves the development, implementation, coordination, and direction of the administrative, maintenance, and visitor services and protection programs for the center. Work requires establishing and maintaining working relationships with local and state conservation groups, other Commonwealth agencies, civic organizations, educational groups, and the public concerning environmental education and interpretive programs. Work is assigned in the form of programs and activities and the employee exercises professional judgment in planning, scheduling, and assigning the work. Work is reviewed upon completion for completeness, quality, and technical accuracy by the employee's supervisor.

EXAMPLES OF WORK: Directs, through subordinate supervisors, the planning, development, coordination, and interpretation of environmental education and interpretive programs and activities and the administrative, maintenance, and visitor services and protection programs at an environmental education center.

Directs the development, planning, scheduling, and presentation of programs and special events.

Directs the development and maintenance of the master schedule of programs and activities planned for the center.

Directs the provision of assistance, guidance, and advice to educational institutions, civic groups, and public organizations in developing and implementing environmental education programs, teacher in-service workshops, and curriculum development.

Determines budgetary needs and prepares the annual budget request for the center.

Determines needed equipment and supplies and prepares requests for purchase.

Prepares contracts for center services such as garbage disposal, latrine pumping, plumbing, and electrical maintenance services.

Develops plans to remodel, construct, renovate, or repair center facilities and structures; determines equipment, supplies, and manpower needs; determines cost of supplies and equipment; and reviews and comments on plans for major center development or construction.

Directs the visitor services and protection program to ensure the public obtains answers to questions, uses center facilities in a safe manner, and adheres to rules and regulations.

Directs the maintenance program to ensure all center grounds, structures, facilities, and equipment are properly maintained.

Plans, organizes, and assigns work; determines work priorities; evaluates employee performance; interviews and recommends employee selection; approves leave requests; investigates and answers grievances and complaints; initiates corrective disciplinary actions as necessary; interprets rules, regulations, policies, procedures; and arranges training for subordinates.

Establishes and maintains working relationships with local and state conservation groups, other Commonwealth agencies, civic organizations, educational groups, and the public concerning environmental education programs.

Prepares letters, memoranda, correspondence, reports, lesson plans, and other written material as required.

Travels to various work locations.

Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of natural resources conservation.

Knowledge of the biological, physical, and natural sciences.

Knowledge of the social/cultural sciences.

Knowledge of educational principles, practices, methods, and techniques as applied to environmental education and interpretive activities.

Knowledge of environmental problems, issues, and solutions.

Knowledge of the basic principles and practices, methods, techniques, tools, and equipment used in the building trades.

Knowledge of the basic principles of budgeting.

Ability to read, interpret, and apply the Commonwealth's and/or agency's relevant rules, regulations, policies, and procedures.

Ability to interpret and apply the provisions of collective bargaining unit agreements.

Ability to supervise employees effectively.

Ability to develop and effectively deliver presentations to a variety of audiences.

Ability to understand and interpret technical environmental education material.

Ability to conduct technical environmental education research.

Ability to develop environmental education programs.

Ability to schedule, coordinate, and implement environmental education programs and activities.

Ability to evaluate the effectiveness of environmental education programs and activities and to prepare reports of findings and recommendations.

Ability to plan, schedule, and direct the maintenance, repair, or rehabilitation of all center structures and facilities.

Ability to establish and maintain effective working relationships with co-workers; field personnel; local, state, and Federal conservation officials; educational personnel; environmental organizations; civic organizations; educational groups, and the public.

Ability to prepare letters, reports, memoranda, lesson plans, and other written material.

MINIMUM EXPERIENCE AND TRAINING: One year as an Environmental Education Specialist Supervisor, or one year as a Park Manager 2;

                                                                                                                                                             or

A bachelor's degree in environmental education, education, the natural sciences, or the social sciences; and two years of professional experience in the field of environmental education and interpretation which included one year of supervisory experience;

                                                                                                                                                             or

An equivalent combination of experience and training that included one year of supervisory experience in the field of environmental education and interpretation.

CONDITIONS OF EMPLOYMENT: Willingness to reside on center grounds when housing is available.
