ENVIRONMENTAL EDUCATION PROGRAM MANAGER

DEFINITION: This is professional and managerial work in directing the planning development, implementation, evaluation, and coordination of the statewide environmental education and interpretive programs and the administration of four Environmental Education Centers.

The employee in this class directs through subordinate supervisors, the planning, development, implementation, evaluation, and coordination of the statewide environmental education and interpretive programs. The employee also directs though subordinate managers, the administration, operation, development, maintenance, and support services for the four Environmental Education Centers operated by the Bureau of State Parks. Work involves directing the planning, development, and coordination of programs to meet statewide program needs; the evaluation of the effectiveness of the programs; and the development or modification of program policies, procedures, standards, and guidelines. Work involves directing the provision of guidance, advice, direction, and assistance to field personnel, Environmental Interpretation Technicians, Environmental Education Specialists, co-workers, educational officials, Federal and state officials, and others on the development and implementation of environmental education and interpretive programs. Work requires establishing and maintaining close liaison and working relationships with local and state conservation groups, civic organizations, and the public concerning environmental education and interpretive programs. Work is assigned in the form of broad program goals and objectives, and the employee exercises professional judgment in planning, scheduling, and assigning the work. Work is reviewed upon completion for attainment of established goals and objectives.

EXAMPLES OF WORK: Directs though subordinate supervisors the development, implementation, coordination, and evaluation of the statewide environmental education and interpretive program.

Directs through subordinate managers the administration, operation, maintenance, and visitor services and safety for four environmental education centers.

Directs the development and writing of environmental education and interpretive policies and procedures to guide program development.

Directs the writing of guidelines and policies for the care of cultural and natural collections within state parks and Environmental Education
Centers.

Directs the evaluation and the implementation of Commonwealth wide environmental education and interpretive programs.

Directs the development of goals, objectives, priorities, rules, regulations, policies, procedures, standards, and guidelines for the statewide environmental education and interpretive programs.

Directs the development of multi-media projects and the planning, development, and implementation of environmental education and informational programs for radio and television presentations.

Directs the development of an environmental education and interpretive library and information clearing house.

Directs the preparation of contracts for services such as exhibit development and design, graphic design, garbage disposal, plumbing, and electrical maintenance services.

Directs the development of plans to remodel, construct, renovate, or repair Center facilities and structures.

Recommends approval or disapproval of plans for major Center development or construction.

Reviews rules, regulations, policies, and procedures for Center operation.

Directs the maintenance program to ensure that all Center grounds, structures, facilities, and equipment are properly maintained.

Prepares letters, memoranda, correspondence, reports, lesson plans, and other written material as required.

Travels to various worksites throughout the Commonwealth.

Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of natural resources conservation.

Knowledge of the biological, physical and natural sciences.

Knowledge of the social/cultural sciences.

Knowledge of educational principles, practices, methods, and techniques as applied to environmental education and interpretive activities.

Knowledge of environmental problems, issues, and solutions.

Knowledge of the principles and practices of Center operations, maintenance, and construction.

Ability to effectively supervise employees.

Ability to plan, organize, and assign work to subordinates.

Ability to read, interpret, and apply the Commonwealth's and/or agency's relevant rules, regulations, policies, and procedures.

Ability to interpret collective bargaining agreements applicable to the work performed by the work units.

Ability to read and understand Commonwealth and Departmental rules, regulations, policies, and procedures.

Ability to effectively deliver presentation to a variety of audiences.

Ability to read, write, understand, and interpret technical environmental education and interpretive material.

Ability to conduct technical environmental education and interpretive research and present findings and recommendations.

Ability to evaluate the effectiveness of environmental education and interpretive programs and activities and to prepare reports of findings and recommendations.

Ability to supervise the development of environmental education and interpretive programs.

Ability to schedule, coordinate, and implement environmental educations and interpretive programs.

Ability to develop, implement, coordinate, and evaluate environmental education program policies, procedures, and standards based upon the knowledge of environmental and conservation problems, issues, and solutions.

Ability to interpret and understand blueprints, drawings, and schematics.

Ability to coordinate the development of plans to remodel, construct, repair, renovate, or maintain center structures, and facilities.

Ability to establish and maintain effective working relationships with coworkers; field personnel; local, state, and Federal conservation officials; educational personnel; environmental organizations; civic organizations; educational groups; and the public.

Ability to prepare letters, reports, memoranda, lesson plans, and other written material.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as an environmental Education Program Specialist Supervisor;

                                                                                                                                                         or

A bachelor's degree in environmental education, education, the natural sciences, or parks and recreation; and six years of professional experience in the field of environmental education and interpretation, two of which must have been in a supervisory capacity;

                                                                                                                                                        or

An equivalent combination of experience and training that included two years of supervisory experience in the field of environmental education and interpretation.
