CONSERVATION PROGRAM SPECIALIST 2

DEFINITION: This is supervisory and administrative professional conservation work associated with the planning and development of specialized conservation activities.

An employee in this class is responsible for supervising the state participation in technical conservation activities such as watershed development, erosion and sediment control, soil surveys and conservation district programs in general. A major responsibility of this work involves advising administrative superiors on status of current programs and the feasibility of new ones. Supervision is exercised over a sizeable staff of subordinate professional or technical personnel. Work is performed with considerable independence within general guidelines and is subject to a general review by an administrative superior for effectiveness through conferences, reports, and evaluation of program achievements.

EXAMPLES OF WORK PERFORMED: Supervises a staff of professional and technical employees maintaining complex records and preparing related reports.

Supervises the preparation of preliminary investigations of proposed specialized conservation projects and technical recommendations consolidating the view of the State Conservation Commission.

Supervises the state participation in local conservation projects.

Reviews and participates in the preparation of feasibility studies on new conservation projects.

Represents the State Conservation Commission in matters dealing with many levels of government and their respective roles in the conservation program.

Prepares and delivers speeches to various organizations on specialized subjects.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Thorough knowledge of land capabilities and the conservation methods and techniques required to keep the land permanently and profitably productive.

Thorough knowledge of the principles of the basic disciplines relating to conservation including agronomy, geology and forestry with particular emphasis on their relationship to specialized conservation activities.

Considerable knowledge of modern management methods.

Ability to plan, assign, review, and supervise the work of a staff of professional employees.

Ability to evaluate, develop and institute new forms, records and procedures within a broad program area.

Ability to train and provide guidance to subordinate professionals.

Ability to establish and maintain effective working relationships with local, state, and Federal officials and other interested groups.

MINIMUM EXPERIENCE AND TRAINING: Two years experience as a Conservation Program Specialist 1.

                                                                                                                                                                  or

Six years of experience in the application of soil and water conservation practices including four years in a specialized area of soil and water conservation; and such training as may have been gained through a bachelor's degree with a combination of twenty-four (24) credit hours in courses related to Natural or Environment Resources Management, or one of the closely related disciplines.
