SERIES NATURE OF WORK: The Recreation and Conservation series describes professional work in the development and administration of recreation and conservation programs in the Department of Conservation and Natural Resources.
DEFINITION: This is professional work providing technical and advisory services in parks, recreation, and natural resource conservation planning, development, and administration.
An employee in this job provides technical assistance and training in recreation, parks, and conservation planning, development, and implementation to local government officials, non-profit organizations, grantees, and special interest groups. Work involves managing assigned community recreation and conservation grant projects in a programmatic or geographic area; reviewing and recommending approval of proposed project elements including design, activities, project approaches, and estimated costs; and providing technical assistance and advice to grantees, communities, and conservation groups on recreation and conservation projects and programs. Work includes developing publications, guidance documents, and other written or web-based resources for recreation and conservation related topics, and developing and conducting workshops to educate potential applicants on recreation and conservation programs and initiatives. Work is reviewed through conferences and written reports for attainment of goals, effectiveness, and compliance with policies.
DISTINGUISHING CHARACTERISTICS:
• Work is distinguished from the next lower level by responsibility for the administration of grant application process and lead work over lower level Recreation and Conservation Advisors and Trainees.

• Provides advice, training, and technical assistance to local groups and governmental officials for the planning, development, and implementation of local recreation, parks, and conservation projects.
• Conducts recreation and conservation research projects and other studies necessary to develop and implement state and local recreation, parks, and conservation plans.
• Reviews project proposals for probability of success, desirability, and conformance with recreation and park program guidelines.
• Reviews and approves project designs, approach, and costs, and prepares responses according to policies and procedures.
• Works with federal, state, and local officials to enlist support and participation in recreation, parks, and conservation projects and to resolve administrative problems in specific projects.
• Develops and delivers presentations to government, community, and civic groups to explain recreation, parks, and conservation programs and initiatives.
• Develops written and web-based materials to explain recreation, parks, and conservation plans, programs, and initiatives.
• Meets with groups to stimulate and maintain interest in parks, recreation, and natural resource conservation programs, activities, and facilities.
• Works with groups to foster local and regional partnerships designed to create successful coordinated approaches to parks, recreation, and natural resource conservation efforts.
• Serves as a lead worker over lower level advisors by providing assistance and assigning and reviewing work for adherence to established policies, procedures, and best practices.
• Researches and drafts reports for grantees, applicants, government officials, the media, legislative and community stakeholders, and non-profit organizations.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and objectives of recreation, parks, and natural resource conservation management.
• Knowledge of federal, state, and local government programs and regulations pertaining to recreation, parks, and natural resource conservation project planning, development, and implementation.
• Knowledge of social, political, and economic factors impacting recreation, parks, and natural resource conservation planning.
• Knowledge of environmental and ecological processes impacting recreation, parks, and natural resource conservation planning.
• Ability to perform mathematical calculations.
• Ability to read and interpret written material.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as a Recreation and Conservation Advisor 1 (commonwealth title);
or
• Two years of professional experience in parks, recreation, or natural resource conservation administration, planning, or development; and a bachelor’s degree in parks and recreation, landscape architecture, environmental sciences, city, regional, urban, or environmental planning, or a closely related field;
or
• An equivalent combination of experience and training.
