JOB TITLE: RECREATION AND CONSERVATION MANAGER 1

SERIES NATURE OF WORK: The Recreation and Conservation series describes professional work in the development and administration of recreation and conservation programs in the Department of Conservation and Natural Resources.

DEFINITION: This is professional and supervisory work in directing recreation and conservation programs in the Department of Conservation and Natural Resources.

An employee in this job supervises and coordinates the activities of professional staff engaged in the planning, development, implementation, coordination, and evaluation of statewide recreation and conservation programs. Work involves developing and recommending long and short-range program goals, objectives, and priorities; directing the development, implementation, and evaluation of programs; and developing new and revised program and process controls. In a regional office, work involves managing and directing regional recreation and conservation program activities and ensuring compliance with program rules and regulations; administering unusual and sensitive regional community recreation and conservation projects; and functioning as a liaison with executive staff on politically sensitive regional issues. Work is performed with considerable independence and is reviewed for completeness, attainment of goals and objectives, technical accuracy, and quality.

     • Work is distinguished from the next lower job by the supervision of Recreation and Conservation Program Specialists or equivalent program specialist jobs.

• Supervises and directs the activities of professional staff engaged in developing, recommending, implementing, coordinating, monitoring, and evaluating statewide recreation and conservation programs.

• Supervises the delivery of recreation, parks, and conservation advisory services to local governmental officials.

• Supervises and directs regional recreation and conservation program activities and manages unusual or sensitive regional projects and initiatives.

• Develops, implements, directs, coordinates, evaluates, and adjusts long-

range and short-range recreation and conservation program goals, objectives, and priorities.

• Determines the need for and directs the implementation, coordination, evaluation, and interpretation of program rules, regulations, policies, procedures, and standards.

• Reviews recommendations on community conservation grant project proposals to determine feasibility, relative need, and probability of success, and provides final approval.

• Devises systems for ranking project proposals that consider local needs and priorities, statewide eligibility standards, and legislative requirements.

• Reviews and approves requests for significant project changes.

• Reviews regulations, guidelines, and legislation to ensure that programs and policies are in compliance.

• Reviews and approves new programs and initiatives to achieve departmental or programmatic goals.

• Reviews proposed legislation and analyzes potential impacts on programs, policies, and guidelines.

• Meets with senior and executive management to present and obtain approval for program or community partnership building initiatives.

• Provides specialized technical information and guidance in the interpretation and application of policies and procedures to staff.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of recreation, parks, and natural resource conservation management practices.

• Knowledge of federal, state, and local government programs and regulations pertaining to recreation, parks, and natural resource conservation project planning, development, and implementation.

• Knowledge of social, political, and economic factors impacting recreation, parks, and natural resource conservation planning.

• Knowledge of environmental and ecological processes impacting recreation, parks, and natural resource conservation planning.

• Knowledge of the federal and state laws and regulations pertaining to planning, development, and implementation of parks, recreation, and conservation programs and projects.

• Knowledge of the methods and techniques used in community outreach and partnership building.

• Knowledge of the practices and methods utilized in the development and implementation of local, regional, and statewide recreation and conservation programs.

• Ability to perform mathematical calculations.

• Ability to read and interpret written material.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Recreation and Conservation Program Specialist (commonwealth title);

or

• Four years of professional experience in parks, recreation, or natural resource conservation administration, planning, or development; and a bachelor’s degree in parks and recreation, landscape architecture, environmental sciences, city, regional, urban, or environmental planning, or a closely related field;

or

• An equivalent combination of experience and training.
